‘Supply of medical equipment and equipment for the needs of N. I. Pirogov University Hospital EAD – Part 3’
The total estimated value of the contract was EUR 46 569, 57 (forty-six thousand five hundred and sixty-nine euros and fifty-seven cents) excluding VAT ,, divided into lots as follows: Lot № 1 – ‘Endoscopic light source with kit – 1 pcs.’ – EUR 20 130.00 excluding VAT. Lot № 2 – ‘Transport respirator – 2 pcs.’ – EUR 18 166.20 excluding VAT. Lot № 3 ‘System for attaching the IntelliVue MX550 Patient Monitor to an available horizontal rail with IntelliVue X3 -2 transport monitor stand’ – EUR 1 216.87 excluding VAT. Lot № 4 ‘Striker for transport trolley – 1 pc.’ – EUR 6 416.50 excluding VAT. Lot № 5 ‘Transport respirator – 1 pcs.’ – EUR 640.00 excluding VAT. According to Article 21(6) of the Public Procurement Act, the contracting authority is entitled to award lots in the order valid for the individual estimated value of each of them, provided that the value of the respective lot does not exceed EUR 79 998.77 for supplies and services, and the total estimated value of the lots awarded in this way does not exceed 20 per cent of the total estimated value of the contract. In such cases, irrespective of the residual value of the contract, it shall be awarded in the order applicable to the total estimated value of the whole contract. Taking the above into account, the estimated value of: Lot № 3 is 2.6% of the total estimated value; As the estimated value of OP № 3 is less than EUR 25 564.59 excluding VAT, it falls within the scope of Article 20(4)(3) of the Public Procurement Act. In view of the above and on the basis of Article 21(6) of the Public Procurement Act. Lot № 3 will be awarded under Article 20(4)(3) of the Public Procurement Act by direct award. Lot № 4 is 13,8 % of the total estimated value; As the estimated value of OP № 4 is less than EUR 25 564.59 excluding VAT, it falls within the scope of Article 20(4)(3) of the Public Procurement Act. Possibility to submit variants in the tenders: Variability of proposals is not allowed. Conditions and method of financing and payment: Funding with own funds. Payments of the amounts due will be made by bank transfer, in Bulgarian leva, to a bank account specified by the Contractor, within 60 (sixty) calendar days, according to the draft - the contract. Award criterion: The evaluation and ranking of tenderers' tenders will be carried out on the basis of the most economically advantageous tender. The most economically advantageous tender will be identified on the basis of the award criterion: ‘lowest price’, in accordance with Article 70(2)(1) of the ZOP. The proposed total value net of VAT to two decimal places is subject to evaluation. When examining the tenders, the appointed committee will apply the so-called "inverted order" on the basis of Article 104(2) of the Public Procurement Act, in conjunction with Article 61 of the PPZOP. The technical and price proposals of the participants will be considered before the documents for certification of personal status and selection criteria. The Contractor shall guarantee performance of his obligations under this Contract with a performance guarantee of 2 % (two per cent) of the total value of the Contract, exclusive of VAT.
