F-Paris: Software-related services
The contract concerns the establishment, with associated maintenance, of a system for the accounting treatment of cheques submitted to the Banque de France which makes it possible to:
Processing cheques, outside the dematerialisation phase, issued in euro, submitted to the Banque de France by its customers
Separate management of cheque processing and accounting activities
Providing services for reporting, traceability and auditing of the activity
The contract will be concluded for a period of 94 months, including 2 months firm, broken down as follows:
VCAF (Verification of Capacity A Fair): 2 months firm,
Implementation of the Solution: 20 months, including 3 months of VSR
Maintenance of the solution: one year, renewable 5 times a year.
The market is divided into 6 tranches:
The conditional tranches will be strengthened by unilateral decision of the Banque de France.
Fixed part No 1 relating to the verification of capacity A Fair (VCAF) with an estimated duration of 2 months
The services expected are:
On the project perimeter:
Drafting of the PAQP/PAQM (Project Quality Assurance Plans/Maintenance).
Consolidate the project planning in collaboration with the Bank.
Consolidation of the DAT (Technical Architecture File).
Drafting the general design dossier. This service will make it possible to check that the requirements are covered by the solution and to refine the figures given in the reply to the AOE concerning the rate of coverage of the software package and the type of cover (Standard, Integrated Standard, Specific Development).
For control transactions:
Drafting of detailed functional and technical specifications.
Update of the screens proposed in the reply to the AOE.
Conditional tranche No 2 for the implementation of the Solution (estimated duration: 20 months, including 3 months of VSR) (lump sum).
The services expected are:
Making available the rights of use necessary for the implementation of the Solution until the VSR minutes are signed.
Make the requested functionalities available.
Fulfil security requirements/Provide a solution including technical requirements.
Ensure the proper functioning of the Solution.
Provide the means to implement the quality assurance policy expected by the Bank.
Transfer technical and functional skills to the Bank’s teams.
Provide technical and functional assistance.
Install the solution on qualification/recipe environments.
Carry out any editing of software packages in agreement with the Banque de France.
Draft the documentation associated with the project.
Ensure the activities related to the VSR phase.
Conditional tranche No 3 for the grant of licence use rights and corrective, evolutionary and adaptive maintenance of the solution at the initiative of the provider and support (duration: 1 year, renewable 5 times a year) (lump sum).
The services expected are:
Grant the rights of use of the software products from their entry into production.
Provide minor and major software editions in agreement with the Bank.
Ensure the evolutionary and adaptive maintenance of the solution, at the initiative of the service provider.
Ensure corrective maintenance of the complete solution.
Make available changes and adaptations to the specific code.
Fulfil the Bank’s security requirements.
Ensure compliance with the Bank’s technical requirements.
Ensure the proper functioning of the complete solution.
implement the quality assurance policy expected by the Bank.
Transfer technical and functional skills to the Bank’s teams.
Provide technical and functional assistance.
Install the full solution on qualification/recipe environments.
Provide support for the Solution.
Conditional tranche No 4 with order forms for the evolutionary maintenance and configuration of the Solution and for exceptional services at the client’s request.
The services expected are:
Provide the functionalities and/or settings required.
Ensure the evolutionary and adaptive maintenance of the Solution.
Fulfil the Bank’s security requirements.
Take into account possible and new technical requirements while maintaining the previous ones, if they have not evolved.
Ensure the proper functioning of the complete solution.
Provide the means to implement the quality assurance policy expected by the Bank.
Transfer technical and functional skills to the Bank’s teams.
Provide technical and functional assistance.
Install the full solution on qualification/recipe environments.
Conditional tranche No 5 with order forms allowing the acquisition of additional licences and associated maintenance.
Conditional tranche No 6 on reversibility (estimated duration: 2 months).
The services expected are:
Initialise the reversibility phase (taking into account the expectations of the Banque de France; presentation of the method to all stakeholders; adjustment of schedule, procedures, etc.).
Deliver existing documentation if the latter has not yet been delivered to the Bank.
Define a strategy for the transfer of knowledge and skills in agreement with the Bank.
Transfer functional and technical knowledge from all parts of the Solution (application field, technical architectures, manipulated data, transactional processing, batch processing, tasks, standards and tools, precise inventory of the main developments).
Manage change (gradual transfer of responsibilities, support for the new team in dealing with its operational responsibilities, production under control).
