Description

Kokonniemi Sports Centre Ltd ("Subscriber's representative") is organising a tender for the new construction project of Kokonniemi Sports Centre on behalf of the City of Porvoo ("Subscriber") in accordance with this request for participation and its appendices. The target of the procurement is a project management contractor who will carry out a new construction project for the Kokonniemi sports centre as a collaborative project management contract. This purchase does not include PS/ARK design, but will be purchased separately by the subscriber in spring 2025. The procurement of other designers is the responsibility of the selected project management contractor. The new construction project will build a two-trough ice rink, low-threshold lobby facilities and a multipurpose arena, as well as the related immediate yard and parking areas. According to the project plan, the area is 21,500 m2. Rough schedule of the project: 1. Development phase (11/2025-7/2026) 2. Implementation phase (8/2026-6/2030) a. Construction phase 1 (in 2025-2028): Construction of new ice rinks with parking facilities b. Construction phase 2 (2028-2030): The dismantling of existing ice rinks and the construction of a multipurpose arena and new lobby facilities on their site. In addition, infrastructure construction work is being carried out in the area by the City of Porvoo. In accordance with the YSE 1998-based contract for the development and implementation phase of the project, a project management contractor will be procured through the procurement procedure launched with this request for participation. The procurement includes the tasks of both the development and implementation phases of the project. The client decides on the transition to the implementation phase at the end of the development phase and notifies the parties of the decision in writing. Factors influencing the decision include the client's satisfaction with the work carried out during the development phase and the compliance of the plans with the objectives, as well as the compliance of the cost estimate for the implementation phase with the budget. If the client decides not to proceed to the implementation phase, the client will reimburse the service providers for the work carried out by the time of the interruption in accordance with the agreements. The project and procurement are described in more detail in Appendix 1 Preliminary invitation to tender. The procurement concerns works exceeding the EU threshold value laid down in section 26 of the Act on Public Procurement and Concession Contracts (1397/2016, ‘the Act on Public Contracts’). The competitive dialogue procedure referred to in sections 36 and 37 of the Act on Public Contracts is used as the procurement procedure. The six (6) most qualified candidates with reference points or all qualified candidates, if fewer than six (6), will be selected for the negotiation phase. The tender and procurement documents are available in Finnish. The application to participate and the tender with its appendices must be drawn up in Finnish. The contracting entity has the right to suspend the procurement procedure without concluding a contract. Partial offers are not allowed. Alternative or parallel offers are not allowed.
