Communication transmission subsystem (network) ensuring the operation of the “Shipboard system for navigational control and maritime border protection – Screen M”
The subject of the public procurement is the upgrade, modernisation and warranty maintenance of the communication transmission subsystem (network) ensuring the operation of the ‘Shipboard system for navigation control and maritime border guarding – Screen M’ in accordance with Tactical and Technical Assignment TTZ M 96.0135.23 in accordance with Military Standard Aircraft 40095:2014 ‘Creation and commissioning of automated control systems for military use’, with a scope of activities detailed in TTZ M 96.0135.23 and including the following stages: I. Design: 1. Performing a feasibility study. 2. Development of a detailed design of the system; 3. Elaboration of detailed designs of the sites – 14; 4. Elaboration of a detailed design of the CTP; 5. Develop a program to ensure reliability. 6. Programme for construction and commissioning; II. Delivery of the main equipment: 12 radio relay stations and antenna feeder systems; - Routers – 12; - LAN switches – 6; - Converters – 8; - Uninterruptible power supply UPS – 14 pcs; - Communication cabinets – 10 III. Construction, acceptance and implementation of the system in experimental and regular operation, including: 1. Dismantling of radio relay stations and their adjacent antenna feeder systems. 2. Installation of the supplied equipment 3. Wiring and connection: Feeders; Information and signalling cables; Power supply and grounding. 4. Configuration and Settings: Radio relay stations and radio relay intervals; Network equipment, networks and services. 5. Construction of OCL. 6. Development of working documentation: - Forms of installed equipment for each IQF; - Technical description of the communication equipment of the site; - Instruction on the operation of the communication equipment of the site; - Technical documents of the communication equipment or other documents from the manufacturer (including the original documentation in English) accompanying the equipment - on site; - Technical (operational) documentation in Bulgarian language; - Reference documentation for management and configuration of radio relay systems; - Schemes of the built system at physical and network level. 7. Training: - On operational composition by sites (construction and maintenance); - Administrators of radio relay systems and main network equipment; - Preparation of training programs for operational staff and administrators; 8. Acceptance of the system. A) Preparation of documents: A host site test programme (applicable to all sites); Methodology for acceptance tests on sites (applicable to all sites); Testing programme for the system in experimental operation; Methodology for conducting system tests in experimental operation; System testing programme in regular operation; Methodology for conducting system tests in regular operation. B) Activities: Acceptance tests on site – 14 tests of the system in experimental operation. Tests of the acceptance system in regular use. 9. Operation of the system under warranty, including maintenance of a contact point and scheduled maintenance of the system. The communication transmission subsystem (network) ensuring the operation of the “Shipboard System for Navigation Control and Maritime Border Protection – Screen-M” under the contract will be referred to brevity as the SYSTEM.
