Description

By refurbishing the hydro-aggregates and the auxiliary installations in C.H.E. Mărișelu, the Beneficiary wishes to achieve the following objectives: - Preparation of equipment and technical units from C.H.E. Mărișelu and other facilities for operation to the parameters stipulated in the Refurbishment Contract and Specifications (see section 1.4.6 of these General Technical Conditions); - The framing of the new equipment and installations in the dimensions of the current construction part; - Increasing the reliability, maintainability, availability and operational safety for all equipment and installations of the facility and bringing these indicators to the level of those affected by similar hydropower developments worldwide; - Bringing the equipment to the technical level required by the requirements regarding the connection to ENTSOE and by the requirements of the RET Code in force at the date of the conclusion of the Contract ⁇ - Making the most of the available hydropower potential; - Increased yields of hydroaggregates both for independent operation and for simultaneous operation of two or three hydroaggregates; - Increasing the volume of system services that can be offered by the power plant according to the requirements of the RET code (revolving reserve, power reserve for secondary control, synchronous compensator operation, etc.); - Achievement of an automatic control system - control of the operation of equipment and installations from all objects of arrangement that allows, in addition to local commands, the management of the entire process of electricity production and remote system services; - Ensuring the possibility of monitoring the main parameters of operation of the groups and installations and their transmission to the hydropower dispatcher with the diagnosis of the possible causes of the events occurred; - Decrease of maintenance costs and reduction of C.H.E. Mărișelu's own technological consumption; - Minimizing the period of unavailability of plant equipment and installations; - Eliminating the conditions for occurrence of events that could increase the operating costs of the plant (cracks on the rotor, turbine shafts and generator, cavitation on the rotor surface, damage to the bearing contact surfaces, penetrations of the electric winding, damage to the sealing systems of the pressure oil installation, etc.); - Ensuring environmental protection, in accordance with the provisions of Government Emergency Order No 195/2005 on environmental protection, supplemented and approved by Law No 265/2006, consolidated version of 1 June 2016, and those of Water Law No 107/1996, consolidated version of 14 December 2016, as amended, by providing for non-polluting materials and technologies and by avoiding the occurrence of oil leaks and other polluting materials. - To meet the quality requirements imposed by Law No 10/1995, as amended, in terms of mechanical strength and stability (requirement A), fire safety (requirement B), hygiene, health and the environment (requirement C), operational safety and stability (requirement D), noise protection (requirement E), energy saving and thermal insulation (requirement F); - Equipping the facility with devices and installations (including SDVs) for control, investigation and maintenance in accordance with new technologies; - Ensuring the stock of spare parts necessary for the safe operation of C.H.E.
