The purpose of this framework agreement is to carry out asbestos identification missions on the entire heritage of Plaine Commune Habitat, for the following works: • Major works programmes, • Rehabilitation programme. • Rehabilitation of vacant dwellings, • Disaster rehabilitation, • PRM adaptation of dwellings. The services are more precisely described in the Specific Technical Specifications common to the two lots. This Framework Agreement is alloti. It is broken down into two lots in total. Each lot will be the subject of a separate framework agreement. Each candidate can respond to one or more lots. However, the same candidate may be awarded only one lot, under the conditions described in the consultation regulations. The services will be carried out on the entire heritage of Plaine Commune Habitat located in the Department of Seine-Saint-Denis (93). This framework agreement is split, it is a framework agreement with purchase orders. Lots 1 and 2 of this Framework Agreement shall not be broken down into tranches. No variants shall be imposed under the lots of this Framework Agreement. The submission of free variants shall not be permitted under the lots of this Framework Agreement. The procedure used is as follows: open invitation to tender, including European advertising, in accordance with the provisions of Articles R2124-1, R2124-2, and R2161-2 to R2161-5 of the Public Procurement Code. Lots 1 and 2 of this Framework Agreement shall take effect from their date of notification until 31 December 2025. They may be renewed tacitly, per calendar year, up to a maximum of 3 renewals, but their total duration may not exceed 4 years, i.e. until 31 December 2028. However, the lots of the framework agreement may be terminated at the end of each period by the buyer, who will inform the holder of his decision at least 3 months before the end of the current period, by registered letter with acknowledgement of receipt. Non-renewal of lots under the framework agreement under these conditions shall not entitle the Contractor to any compensation. The holder of the framework agreement may not refuse to renew it.
