Description

The object of the procurement is the renewal of the access control and burglary protection system for the use of the Education Centre Salpaus joint municipal authority. At the moment, the access control system for Salpaus sites is Schneider's Esmi system, whose life cycle is coming to an end. The current access control system will be renewed. The data required for the renewal will be migrated from the current system to the new system when it is commissioned. When implementing the new access control system, the current building access control infrastructure can be utilised, where applicable, for cabling, bus controllers, readers, locks, etc., if the provider's system allows it. The package offered must include the following features: - Physical access control identifiers must be unique and identifiable - Any mobile identifiers must be unique and identifiable - The access control system must indicate lock information - The access control system must indicate the position of the door leaf The procurement is carried out as a negotiated procedure. Tenderers will be ranked in order of size according to the total turnover of the most recent approved accounts and the seven (7) largest will be selected for the negotiations, unless there are fewer suitable candidates. If there are fewer than seven suitable candidates (7), the contracting entity may continue the procedure by inviting all candidates who meet the suitability requirements to participate in the negotiations. The persons selected for the negotiations shall be invited to negotiate and shall be informed of the provisional timetable for the negotiations. The use of the negotiated procedure is justified because the entity to be procured requires design, innovative solutions and, due to the specific reasons and risks involved, the contract cannot be awarded without prior negotiation. The risks relate, among other things, to licence conditions, service pricing and information security issues that need to be negotiated before the contract is awarded. On the grounds mentioned above, the object of the procurement is not a ready-to-use product or service. Text automatically translated in your browsing language Automatically translated
