International amicable and judicial collection services
The Assignment concerns international amicable and judicial collection services for the Education Implementation Service (DUO) and the Central Judicial Collection Agency (CJIB). The purpose of the assignment is to make debtors with a payment arrears pay their debts by using amicable and / or judicial collection services, if the financial capacity for this is present. In addition, the intention is to cooperate more substantively with the organizations to be contracted, aimed at preventing further accrued payment arrears with the Debtors from whom Claims for collection have been transferred. The purpose of this invitation to tender is to select a maximum of four (4) suppliers, divided into two Lots, two contractors per Lot. The parcels are: • Lot 1: ‘International amicable debt collection for DUO Titles and pilot CJIB worldwide (excluding the Netherlands) and the execution of enforcement orders on the Caribbean’ • Lot 2: ‘Judicial debt collection abroad concerning DUO Titles in a specified set of countries’. The reason for the tender is that the contracts for the amicable collection abroad for DUO, which were concluded in 2019, will end on 20 October 2025, this will be Lot 1. In order to be able to continue providing services, a new contract must be concluded by means of a European tender to be launched. In addition, a pilot project on international claims from the CJIB will be launched within this call for tenders in Lot 1. This pilot is started with the aim of gaining experience with claims abroad and concerns claims in amicable debt collection. The CJIB wants to use this pilot to investigate the possibility of international collection. In addition, as of 22 November 2025, the initial duration of the contracts for the judicial collection abroad for DUO ends, this will be Lot 2.
