Description

This is a request for information that is not a prior information notice, contract notice or invitation to tender. The purpose of the information request is to map the market and collect information on the subject of the procurement for future competitive tendering. Responding to a request for information is not a prerequisite for participating in a competitive tendering process. In order to ensure the success of future competitive tendering, it is important that tenderers provide the contracting entity with the widest possible range of information requested. The purpose of this request for information is to find out what is available on the market from substitute systems and suppliers. The relay system enables one centralised service channel for the abrupt location needs of professionals. With the help of the substitute mediation system, we want to streamline the processes of substitute mediation. The need is to find a modern and user-friendly SaaS system for managing and coordinating substitutes, as well as reporting and booking gig shifts. In addition, we want to improve and modernize the user experience of our proxy systems so that the applicant experience and communication improve. The systems must be able to be integrated with standard interfaces to, for example, the user information and user rights management service of the customer organisation. The objectives of the services are equal access, timeliness and continuity. The aim of procurement is to move from heavy services to predictive and preventive services, thereby improving the effectiveness of services. We offer system solutions for our customers in the social and health care sector and the municipal sector. The scope of the future procurement, the method of procurement and the parties will be specified as the preparation of the invitation to tender progresses. The aim of the procurement is to find a system - that is easy to use, ready-made product-based SaaS solution - that can be integrated into the customer organization's AD and reporting environment through open interfaces - that is secure and data-protected - whose supplier has a clear implementation model that includes extensive documentation and instructions for the customer and subscriber organization - that is available on mobile devices and browser. The solution must be scalable to the organisational structures of social and health service organisations and the municipal sector. The implementation of the solution must be based on commonly used standards and system-independent interfaces. The solution to be procured must be part of the existing technical and operational environment. The solution includes at least two separate environments with functionalities; production and the test/training environment, which are identical in terms of their basic structure. The following descriptions of the operating environments of the organisations involved in the request for information are requested to be used to describe the functionality and pricing model. Users of the data transfer system include, for example, users of welfare areas and municipal organisations. The users of information systems are also stakeholders and external users. REPLY OF THE INFORMATION REQUEST The request for information must be answered by Thu 25 September 2025 at 12:00 noon. You can reply by e-mail to Hankinnat@istekki.fi. Headline your message as follows: "Market dialogue: Replacement mediation system". The reply must also be accompanied by the replies to the Annex Questions to the request for information. You can also attach brochures, for example, to the answer. Based on the responses received, Istekki Oy selects 3-5 journalists to present their solutions for one-hour Teams meetings. The meeting between the selected respondent, Istek and customer representatives is recorded. Information provided at the request stage shall be treated as confidential. Please indicate in your reply to the request for information the dates below which are most suitable for you: Mon 29 September from 10:00 to 11:00 Mon 29 September from 13:00 to 14:00 Mon 29 September from 14:00 to 15:00 Tue 30 September from 11:00 to 12:00 Tue 30 September from 12:00 to 13:00 Tue 30 September from 13:00 to 14:00 Dates will be confirmed per supplier after the date of reply to the request for information. The bidding service automatically creates deadlines for submitting questions and responding to a request for information. Instead of these deadlines, the deadlines in the information request document will be respected.
