This is a public procurement procedure conducted jointly by Infrabel and TUC Rail. FOR INFRABEL: Provide advice on communication strategy to the Strategic, Corporate and Public Affairs (SCPA) Directorate. lnfrabel is responsible, among other things, for ensuring communication with all its target groups: - the general public in general, passengers and residents in particular, - the company's staff, - customers, railway operators and other companies using the network (industry), - other mobility partners in Belgium, - political and economic circles, - the press, - environmental and sustainable development stakeholders, etc. As part of its strategy, it regularly needs support in various forms depending on the areas dealt with in order to ensure good communication with stakeholders, whether it is strategic advice, advice on crisis communication management (including the security crisis) or the concrete implementation of internal or external communication projects. Examples of services requested: - Provide advice on "Strategy, Corporate & Public Affairs" communication: critical approach to files, recommendations relating to strategic orientation, benchmarking and competitive monitoring, presentation of Q&A's, drawing up mapping, drawing up contact lists, ad hoc advice (e.g. by telephone), etc.; - Training, coaching, workshops, focus groups and briefings in various areas of communication, in particular, in crisis communication, including the security crisis, and internal or public affairs communication; - Writing the content of documents for various communication media (brochures, folders, press releases, etc.); - Support in the different stages of the communication process. FOR TUC RAIL: Provide advice on communication strategy to TUC RAIL’s Communication team, which ensures communication with all these target groups: the general public in general, and potential candidates in particular, company staff, customers (national or international), and, to a lesser extent, subcontractors (contractors). Examples of services requested: - Strategic communication advice: development of comprehensive communication strategies aligned with TUC RAIL's business objectives, including the development of long-term communication plans, the identification of target audiences, and the definition of key messages. - Carrying out communication campaigns (internal or external) - Managing reputation and relations with stakeholders: development of communication strategies to strengthen relationships with internal and external stakeholders, including customers, partners, and other key players in the sector. - Communication studies and audits - Digital communication support: strategies to increase TUC RAIL's online presence, website optimization, social media management, and digital advertising campaigns. - Content creation and management: Production of content adapted to the different communication channels (press releases, brochures, annual reports, content for social networks, etc.), ensuring the consistency of the messages disseminated. - Support for internal communication: development and implementation of internal communication strategies to foster employee engagement, improve the flow of information within the company, and strengthen the corporate culture
