The subject matter of this contract is the design and execution of construction and assembly works falling within the scope of Contract No 06a – ‘Projecting and construction of a sludge dryer’ on the basis of the ‘Contract conditions for equipment, design and construction for electrical and mechanical equipment and engineering and construction works designed by the Contractor’ – third English edition – Polish 2006 (translation 1, edition 1999 – version of SIDiR) – hereinafter referred to as ‘FIDIC – yellow book’.
The contract covers the design and construction of a complete sludge dryer for the sewage treatment plant in Siedlce, together with the accompanying elements necessary for rational management of electricity, heat and proper management of drained and dried sludge, which is described in detail in the Functional and Use Programme, which is part III of the Terms of Reference. The projected amount of sludge from the sewage treatment plant in Siedlce with a dry matter content of 22 % to be dried will be 13 000 Mg/year.For this quantity of sludge, the capacity of the drying plant at 8000 h/year will be 39 Mg/d. The drained must contain at least 90 % s.m and the amount of evaporated water is 1 230 kg H2O/h. In view of the anticipated possibility of collecting sludges from other municipal treatment plants, the design drying plant must have a capacity of not less than 1300 kgH2O/h.
The drying process will be digested sludge dehydrated in presses to a dry matter content of 20-25 % from the sewage treatment plant in Siedlce and sludge imported from other municipal treatment plants with variable drainage parameters ranging from 17 % to 35 %.
The heat source for the drying plant will be the heat contained in the flue gas and biogas generators. The heat will be complemented by a gas burner fuelled with natural gas.
In addition to the premises of the drying room itself, the contract shall also cover: installation of the press for the drainage of fermented sludge, purchase and assembly of a car weigh, purchase and assembly of equipment for transporting dehydrated and dried sludge, a ridge serving as a temporary storage and collection site, external networks, land development, and obtaining the relevant decisions and permits.
