Netherlands-The Hague: Evaluation consultancy services
At the request of the Ministry of Economic Affairs, the Rathenau Institute, as an independent party, developed a framework for monitoring and evaluating applied research organisations: the Evaluation and Monitoring Framework Applied Research (EMTO). The EMTO protocol describes the approach for the annual monitoring and four-year evaluation of the quality, impact and vitality of the applied research institutes (TO2 institutes) in the Netherlands. In addition, the protocol describes the approach for the synthesis of these evaluations. The Protocol provides guidance not only on what should be monitored and evaluated, but also for how, by whom and when this should be done”. EMTO leaves considerable room for a specific approach to each institution. The TO2 organisations operate in very different markets, and sometimes have very different assignments. This “specificity” should also be reflected in the evaluation.
The evaluation is carried out by the Evaluation Committee TO2. In addition, there are 3 sub-evaluation committees (EC): SEC TNO, SEC DLO and SEC Deltares/ECN/Marin/NLR. These committees are set up by the EZ and are mandated by EZ to evaluate the TO2 organisations on the basis of EMTO.
In addition, EZ provides a contract to an independent private party (contractor) through this call for tenders to support the evaluation committees. As such, the evaluation committees act as delegated contracting authority (on behalf of EZ) to the contractor. This is done in coordination with the EZ and within the framework of the terms of reference described in this document.
