Description

The city of Künzelsau intends to restructure the central area of Gaisbach. This covers a plot area of 19,101 m2. For this purpose, the city of Künzelsau has held a realisation competition for architects and landscape architects. The subsequent VgV procedure has not yet been completed. In the competition, this area is to be developed with a 3-course primary school, a 6-group day care centre with a family centre, a central canteen for a maximum of 200-250 people with a youth centre, a multi-purpose hall, as well as sports areas and areas for stationary traffic. The existing school building is in poor structural condition and is to be dismantled. The existing multi-purpose hall is to be preserved. The hall also has structural defects. Here, the first refurbishment measures have provided for improvement. However, the remaining deficiencies are to be rehabilitated as part of the new construction of the central area and the building will thus be preserved. The remediation measures are not part of the VgV procedures and will be put out to tender separately at a later stage. The realization of the New Social Center of Gaisbach is to take place in two construction phases. Planning is scheduled to start immediately after the procurement procedures have been completed in March 2025. 1st construction phase – new primary school and new canteen with youth centre incl. outdoor facilities. Objective: Start of construction for the 1. BA is early 2027, completion 04/2029. In a first construction phase, a replacement new building for the Reinhold Wuerth Primary School and the canteen with youth center and its outdoor facilities is to be created. At the same time, the existing multi-purpose hall is to be renovated (not part of the VgV procedures). During the construction period of the new primary school, the existing primary school will continue to be used. Until the construction of this new building, however, continued operation is indispensable. In view of the increasing number of students, space is also required for a primary school interim with a maximum of 4 classrooms. The interim building is not part of the VgV proceedings. 2.Construction phase – Demolition of primary school, new day care centre with family centre incl. outdoor facilities. Objective: Start of construction of a day care centre with a family centre following completion of the 1st Construction phase. In the second construction phase, a 6-group day care centre with a family centre is to be developed. Demolition is also part of the procedures (project management). The 2-3 storey buildings are to be planned and constructed as wood/wood hybrid construction. Reusability: A high degree of reusability and flexibility are directly related to the value stability of buildings. As a result, the building structure should have the optimal prerequisite that changes that are required as a result of changing pedagogical framework conditions or student numbers can be made as easily as possible. Life cycle costs: Through structural and technical measures, an optimized ratio of investment costs to usage costs is to be strived for. The design concept shall take into account the costs of production, operation and maintenance by: - the adequacy of the structural measures (especially surface efficiency, building shape, supporting structure, facade, etc.) - low energy costs through reduced energy demand and optimised energy demand coverage - ease of cleaning and maintenance of the facade - the avoidance of maintenance-intensive building technology. Sustainability: The new building is to serve as a role model in terms of sustainability and energy efficiency. The sustainability aspects of the ‘Sustainable Building (BNB)’ guide introduced in Baden-Württemberg (www.nachhaltigesbauen.de) must be taken into account. The draft must make it possible to achieve this objective. The promoter wants a high degree of prefabrication and therefore expects a short construction time and an economical construction of the buildings. The buildings are to be planned and constructed as wood/wood hybrid construction. Material-appropriate and economical planning is required. The net cost of KG 300+400 is estimated at approximately €22 million. The main usable area is according to the room program a total of about 3,900m2, of which about 2,350m2 for the school, about 400m2 for the cafeteria with youth center, as well as about 1,150m2 for kindergarten and family center. It is planned to apply for funding. For the services of project management in accordance with § 2 AHO booklet No.: 9 (2020), Project Levels 1-5, HB A-E, a suitable office is sought. The commissioning is to be carried out in stages. A step-by-step commissioning is foreseen: Stage 1: Performance phase 1-3 for the entire area as "socket planning", i.e. 1.BA and 2.BA, stage 2: Performance phase 4-5 for 1. BA / 2. BA, Level 3: Performance phase 6-7 for 1. BA / 2. BA, Level 4: Performance phase 8-9 for 1. BA / 2. BA. The start of construction for the 1. BA is scheduled for early 2027. Execution and commissioning for the 2. BA will take place at a later date. There is no legal claim to the further commissioning of the subsequent service level. Negotiations are expected to take place on 20.01.2025 in the morning and 21.01.2025 (full day). For more information, see point 5.1.
