The subject of the procurement is the procurement of demanding institutional care and special care for foster care. Demanding institutional care in child welfare care refers to intensified care of placed children based on special expertise, which must comply with the Child Welfare Act (417/2007), the Social Welfare Act (1301/2014) and the Act on Private Social Services (922/2011). The care must be safe and of such quality that the child's needs can be met and the goals set for foster care can be achieved. Special care means comprehensive care, education and care, as well as individual special education for adolescents aged 12 and over whose activities particularly seriously endanger their life, health or development.
