Construction of a system for protection against unmanned aerial vehicles of TPP Maritsa East 2 EAD, using radio frequency (RF) sensors for monitoring and implementation of software solutions for the TPP. The volume of public procurement activities is specified in the Technical Terms of Reference and includes the following stages: I. Design (pre-project research and development of a working project) Research and auditing; Definition of a security zone (security zone) on the territory of TPP Maritsa East 2 EAD, which is prohibited from flying UAVs; Determining the location of the sensors necessary for the functioning of the system; Connectivity between the different components of the system and its integration into the physical security network. II. 1.General requirements The system shall provide highly effective and reliable protection of the plant from UAV attacks by performing the following main functions: Detection and identification (recognition) of UAVs - Identification of UAVs near the Secure Zone in real time, through a 24/7 continuous airspace surveillance system; Determining the position and tracking of the movement of UAVs – Precise location of UAVs (including altitude, speed and direction of movement), as well as the location of the remote control of the UAV and its operator; Deter and counter UAVs – Include active protection technologies capable of deterring or neutralising potential UAV threats through safe deterrence methods; Investigation of UAV incidents – After an incident has occurred, the system must provide the capability to record and analyse data in order to investigate and identify the causes of the security breach. All technical components related to the performance of the above functions shall be integrated into a common system with a single, common management and control. The system shall perform its functions effectively in all weather conditions and within a minimum temperature range of – 15 °C to + 50 °C. All system functions shall be capable of being performed effectively on civilian UAVs. The primary and additional method of detecting, identifying, locating, and tracking UAVs must be performed automatically. Deterrence and countermeasure functions must be performed automatically or manually by decision of the operator of the Contracting Authority. In performing the detection, identification, tracking and tracing functions of the UAV, the system shall perform analysis of the communication protocols and decoding of the communication between the UAV and its operator. The air protection system shall be built on a modular basis with the possibility of future integration, expansion and upgrade through additional technologies. It shall be capable of subsequent integration of radar and electro-optical scanning and UAV recognition. 2. Characteristics of the guarded zone of TPP Maritsa East 2 EAD. The guarded zone of TPP Maritsa East 2 EAD must contain three separate components: 2.1. Area for detecting and generating an alarm signal when approaching a UAV. 2.2. Verification zone of the alarm generated. 2.3. UAV Deterrence and Countermeasure Zone. 3.Main components of the system. 3.1.Radio frequency sensor (RF) with custom UAV protocol 3.2.Radio frequency (RF) scanning system. 3.3.Detection and countermeasure module based on communication protocol analysis. 3.4.Radio jamming system. 4.Infrastructure and communications. 4.1.Electricity and communication to radar antenna points 4.1.1.Optical cable – minimum 5000 metres. 4.1.2.Optical fibre splicing – 96 pieces 4.1.3.Optical fibre testing – 48 pieces 4.1.4.Optical distribution panel – 2 pieces. 4.1.5.Switch cable – minimum 500 metres. 4.1.6.Optical patch cords for connecting equipment to an optical distribution panel. 4.1.7. Horizontal arrangement panel – 4 pieces. 4.1.8.Splitter – 4 pieces. 4.2.Computer-based workplace – 1 piece. 4.2.1.Computer station with stand – 1 piece. 4.2.2.Observation monitor – 2 pieces. 4.2.3.Secondary monitor stand – 1 piece. 4.2.4.UPS per workplace, with stand – 1 piece. 4.2.5.Computer desk – 1 issue. 4.2.6.Working office chair – 1 piece. 4.2.7.Workplace wiring 4.2.8.UPS – 1 piece. 4.2.9.Network switch – 1 piece. 4.2.10.Indoor cabinet – 1 piece. 4.3.Server serving the system – 1 piece. 4.4.Security gateway and protection against unauthorised access and control – 1 item. 4.5.Linear card for modular switch – 1 piece 4.6.Equipment serving the sensors of the system 4.6.1.Industrial switch – 2 pieces. 4.6.2.UPS for system sensors – 2 pieces. 4.6.3.Outdoor dashboard – 2 pieces. 4.7.Security cameras – 4 pieces 4.8.Lightning protection 4.9.Licensing III. Technical support and servicing Carrying out diagnostics of a reported problem and its elimination; Consultation for problem solving; Consultation in the planning of new functions, changes and development of systems; Replacement or servicing of a defective hardware module or whole device; Prevention of equipment and systems; View, setup, and upgrade firmware; Update database with signatures.
