Description

The current contract for hiring staff through a broker expires on April 12, 2026. Taking into account the estimated size of the contract and the threshold for European tendering, we should put the contract on the market by means of a European tender. With this tender we wish to continue the uniform hiring of personnel and to contract one (1) contractor who is able to provide the service, in accordance with the requirements and wishes as described in the tender documents. In the coming years, Invest-NL will structurally need temporary external personnel that will be deployed on the basis of a best efforts obligation, and where possible on the basis of an obligation to achieve results. This commitment is mainly focused on positions at a minimum HBO level, although occasional applications at MBO level are not excluded. The need for external hiring is inherently dynamic. The historical expenditure amounts to approximately € 2.350.000,- (excluding VAT) per year. The scope of the contract for the future has been estimated at approximately a maximum of € 2,500,000 (excluding VAT) per year, being € 15 million (excluding VAT) over a period of 6 years, being the intended maximum duration. In order not to have any discussions about whether or not to initiate a new call for tenders, a theoretical average per contract year up to a maximum of € 3.000.000,- (excluding VAT) (total € 18.000.000,-) can be purchased by the Contracting Authority. The aforementioned size is only intended as an indication. The Contractor cannot derive any rights from this in any way. The Contracting Authority has no purchasing obligation and does not provide a turnover guarantee. The actual size may also be lower. There is no contractual exclusivity. There are also other agreements, for example for investigations through which a form of hiring takes place.
