Description

THIS IS NOT A PROJECT NOTICE OR APPLICATION FOR INFORMATION FOR MARKETING AND TECHNICAL DELEGATION. This information request will help map the market and provide information on procurement. The contracting entity will not launch a call for tenders with the publication of a request for information, but a possible contract notice and a call for tenders will be published later. The request for information does not oblige the contracting entity to carry out the actual procurement. Responding to a request for information is not a condition for participating in any subsequent call for tenders. Suppliers shall not be compensated for responding to a request for information or participating in a market dialogue. The answers given to this request for information will be used when planning the procurement of Teleoperator services. The purpose of the information request is to map suppliers on the market and their product and service portfolio. The aim is to find out the technical solutions, pricing principles and cost level for the budget. BACKGROUNDS AND OBJECTIVES HUS Group is planning to procure telecommunications operator services. The purpose of the services is to provide solutions for various (speech) communications needs. HUS hopes to receive information about the solutions and suppliers on the market. The subject of the procurement is services related to voice solutions from a telecommunications operator, such as: • mobile network subscriptions, related traffic and mobile data, • central wiring connections to the public telephone network in the switchboard environment • expert services and other services related to the subject of the procurement. HUS Information Management is responsible for the joint information system and information technology services of the HUS Group, including telecommunications and communications technology services. HUS has about 11,000 wired and wireless sub-connections in its own gear network and about 20,000 mobile phones. The goal is a cost-effective operator service that meets HUS's special needs. Possible procurement includes, but is not limited to, the following services: • Switchboard SIP central line connections. • Emergency subscriptions for mobile and landline network failures and technologies for emergency subscriptions. • Mobile phone subscriptions, of which there are currently around 22,000. Some are data interfaces and some are technical interfaces. • Inner coverage of mobile phones at HUS offices (2G/4G/5G). • Calls to the above-mentioned switchboard, standby and mobile phone subscriptions. • A relay system for small locations where calls can be forwarded to HUS's mobile phones using a mobile phone and the operator's web interface. • Efaksi service • Possible other necessary operator services defined during the market prospection. Potential acquisition does not include: • Data connections (Ethernet/IP), except to the extent that the provision of the above-mentioned services requires the establishment of a separate data connection from HUS's own IP network directly to the operator's network. • Public authority network connections or subscriptions. • Customer service solution (Contact Center). HUS REQUESTS FOLLOWING INFORMATION: • What tools are used to manage the interfaces of a large organisation? How, for example, will it be possible to monitor the actual use of mobile phone subscriptions? • What reporting features does the supplier have to offer? For example, to monitor the number of calls, the characteristics of the subscriptions, the types of terminal equipment used and the technologies they use (2G, 4G, 5G), the costs? HUS REQUESTS FOLLOWING INFORMATION FOR PRICING AND BUDGETING: • What information is needed to price internal coverage? • What the invoicing of the service from the customer is based on (pricing models) and an example of pricing. The goal is a fixed monthly subscription-specific charge that includes all voice and data traffic as well as the external and internal coverage of the mobile network. PRELIMINARY TIMES • November-December 2024: preparation and market prospection • January 2025: publication of the call for tenders • February 2025: comparison and procurement decision • March 2025: Please note that all material is preliminary and intended solely for the purpose of conducting this market dialogue. The contracting entity will treat your reply confidentially. Based on the responses to the request for information, the supplier may be offered the opportunity to present its solutions in a manner to be specified at a later stage. Suppliers who have responded to a request for information may be given the opportunity to comment on the preliminary tender documents. We kindly ask you to submit written responses to the request for information and to notify us of your interest by noon on 26 November 2024 at the latest to address kilpailutus.ict@hus.fi. The subject of the message is "HUS 657-2023 Teleoperator Services". Text automatically translated in your browsing language Automatically translated
