Works contract in three lots for the demolition and reconstruction of buildings A10 and A19 and alterations to the changing rooms in buildings B19, B09 and B10: - Lot 1: Demolition and reconstruction of Building A10 – Lot 2: Demolition and reconstruction of Building A19 – Lot 3: Fit-out of the cloakrooms in buildings B19, B09 and B10 At this stage, no lot has yet been awarded. These special specifications concern only Lot 1 – Demolition and reconstruction of the A10 building. For the purposes of this special specification, the term ‘contract’ will be used to designate Lot 1. Lots 2 and 3 will be the subject of another tender. In the context of this contract, the contracting authority intends to combat social dumping and social fraud. Tenderers' attention is drawn to the fact that these Special Specifications contain social anti-dumping clauses (with significant special penalties) drawn up in the framework of the Strategic Development Committee for the Charleroi and South Hainaut Region. They are highlighted in grey in the C.S.CH. As a result, tenderers are strongly invited to: - to take this into account when drawing up their tender, the contracting authority giving itself the means to check that the site complies with them and to impose penalties in the event of an infringement; - to complete and attach to the tender the Declaration on honour relating to the social anti-dumping clauses annexed to these Special Specifications. The absence of a declaration attached to the tender or a declaration attached but not completed will be considered as revealing the intention of non-compliance with the clauses against social dumping and, consequently, as a substantial irregularity.
