Exercise of author's supervision in the execution of construction and installation works on the site "Recultivation of cell 1 of RSWG - Veliko Tarnovo"
The subject-matter of the contract was the provision of services for the exercise of author’s supervision in the performance of construction and installation works at the site ‘Recultivation of cell 1 of the Regional Waste Management Directorate – Veliko Tarnovo’. According to the requirements of Article 162 of the Spatial Development Act (ZUT), in order to ensure the successful implementation of the project and the signing of acts and protocols by the Designer(s) for the execution of the construction in accordance with the requirements of Ordinance No 3/31.07.2003 on the drawing up of acts and protocols during construction. The author's supervision during the construction of the site should be carried out by a design team that has prepared the technical documentation within the meaning of the Spatial Development Act (SDA) or authorised by them persons, in accordance with the CAB and CEIP Act and Regulation No 4 of 21 May 2001 on the scope and content of investment projects. In view of the provisions of Article 162(2) and (3) of the Spatial Development Act, designer supervision is exercised by the designer, and the designer’s prescriptions related to its copyright for the proper implementation of the investment project are mandatory for the other participants in construction. The purpose of supervision is to observe the processes of carrying out construction activities, to ensure compliance with the parameters of technical projects, to give instructions during implementation, as well as decisions in the event of unforeseen circumstances in the implementation of the project. Author's supervision should be carried out on all parts of the investment project. The contracting authority will conclude a public procurement contract after the entry into force of the opening decision. No funding was available at the time of the opening of the procurement procedure. Therefore, this procedure is announced and conducted in the event of Article 114 of the Public Procurement Act. In accordance with the statutory requirement, the draft contract includes clauses for the postponement of performance after the provision of the necessary financial resources under the Environment Programme 2021-2027, of which the contractor will be notified in writing.
