Description

The subject of this call for tenders is ‘Selection of a contractor for the implementation of visibility, transparency and communication measures under project No BG16FFPR003-1.001-0006-C01 ‘Withdrawal of the traffic flow outside the CGCH in order to provide easier and quicker transport access to the historical core, integration of green measures into open public spaces for culture and tourism’, procedure BG16FFPR003-1.001 ‘Support for integrated urban development in the 10 urban municipalities – main growth centres’, ‘Development of the Regions’ Programme 2021-2027’, divided into two lots: - Lot 1: "Activities for visibility, transparency and communication measures - delivery and installation of billboards/permanent signs, delivery of banners, holding of public information events" - Lot 2: "Manufacture of information brochures". This public contract is awarded by means of an open procedure under Article 18(1)(1) of the Public Procurement Act, subject to the ‘inverted order’ conditions laid down in Article 104(2) and (3) of the Public Procurement Act. The main purpose of the contract is: Providing information and publicity to the public about the phased implementation of the project activities. The aim of the project is with the planned integrated events to build and maintain the infrastructure, preservation and development of cultural heritage through interventions in cultural infrastructure and equipment for cultural organizations (RVIM-Pleven and RIM-Pleven), sites and buildings, tourist sites and green spaces. The scope of the contract covers the following activities: - production, delivery and installation of billboard - 10 pcs.; - press conferences – 10, with 1 being introductory, 8 being intermediate and 1 being final; - Banner - 3 pcs. Under item No 2: - production of information brochures for the project, format A5 12 pages – circulation of 3 000 copies, with 1 500 copies for the objectives, expected results and indicators of the project and target groups, and 1 500 copies for the results achieved and indicators implemented. The contracting authority shall assign the performance of the activities covered by the contract by separate procurement letters. It is required that each stage of the implementation of the activities is reported to the Assignor with a report and a handover protocol, duly formed by the parties. The Contractor undertakes to comply with the requirements set out in the Technical Specification and the requirements of the ‘Single Manual of the Beneficiary for the application of the rules on visibility, transparency and communication 2021-2027’, as well as the relevant rules on information, communication and advertising laid down in Regulation (EU) No 1060/2021 of the European Parliament and of the Council of 24 June 2021 (Regulation 1060/2021). The period for the performance of the contract under this contract starts from the date of signature of the contract and ends with the implementation of the activities under project No BG16FFPR003-1.001-0006-C01 ‘Withdrawal of the car flow outside the CFC to ensure easier and quicker transport access to the historical core, integration of green measures into open public spaces for culture and tourism’ – 25 July 2028. This contract, in the part of Lot 2, constitutes a ‘reserved public contract’ in accordance with Article 12(1); point 1 of the PPA, the subject matter of which is included in the List of goods and services in accordance with the Common Vocabulary of Terminology, which are intended for the award to specialised enterprises or cooperatives of persons with disabilities or economic operators whose main purpose is the social and professional integration of persons with disabilities or disadvantaged persons, approved by Council of Ministers Decision No 591 of 18 July 2016. The contract under Lot 2 is intended for the award to specialised enterprises or cooperatives of persons with disabilities, within the meaning of point 46 of § 2 of the Additional Provisions to the PPA, or economic operators whose main purpose is the social and professional integration of persons with disabilities or disadvantaged persons, within the meaning of point 62 of § 2 of the Additional Provisions to the PPA. Other interested parties may participate in this contract award procedure under Lot 2, but their tenders will be considered only if there are no admissible tenders from specialised enterprises or cooperatives of persons with disabilities or for economic operators whose main purpose is the social and professional integration of persons with disabilities or disadvantaged persons.
