Description

Turun Raitiotie Oy (Turku Tramway Ltd.) is procuring consulting services related to the procurement of tramway rolling stock. The service procurement is a framework agreement that enables Turun Raitiotie Oy to implement tasks related to the procurement of a tramcar fleet. Turun Raitiotie Oy is launching a tramcar fleet procurement process for starting traffic on the first phase of the Turku tramway between the Harbour and Varissuo. Commercial passenger service is estimated to begin in the early 2030s. The tramway project comprises a 12-kilometre tramline, a tram depot and track connection to the depot, and power supply stations. The project is currently in the final design stage before construction, during which the implementation plan for the tramway project will be drawn up. Implementation planning is based on the general plan for the tramway, which is available at https://www.turku.fi/en/tramway The aim of fleet procurement is to identify the most economically advantageous fleet solution for the Turku tramway. The price and quality coefficients and quality criteria will be specified during the procurement process. Special emphasis is placed on economical life cycle costs, track record in passenger transport, alignment with the City of Turku's goals, maintainability and high availability. Due to the small scale of the Turku tramway, the management of fleet availability risks over the entire planned lifespan of the tramcars is essential. Due to the small scale of the procurement, it must also be ensured that the requirements and technical specifications of the procurement are not too restrictive on rolling stock suppliers’ willingness to participate in the procurement. The consulting services will be procured in three parts: 1. Fleet Technical Consulting 2. Fleet Lifecycle Management Consulting 3. Fleet Production Consulting The Service Provider works in close cooperation with specialists of Turun Raitiotie Oy and partners of framework agreements in other areas. The Rolling Stock Specialist of Turun Raitiotie Oy is responsible for directing the Service Provider’s work. The Rolling Stock Specialist is responsible for implementing and directing the procurement project. The Service Providers support Turun Raitiotie Oy in tasks related to the procurement as described in the call for tenders and assist in achieving the objectives of the fleet procurement project. The goal is for the Service Providers to also assist in the development of Turun Raitiotie Oy’s own competence. During the Assignment, the role of the Service Provider may develop towards that of a quality assurance expert or special adviser. The design and construction of the Turku tramway project are carried out using a collaborative alliance contracting model. The selected consultants will cooperate with the parties of the alliance project if necessary. The parties to the alliance project are: • Turun Raitiotie Oy and the City of Turku as the clients • Sweco Finland Ltd and Ramboll Finland Ltd as designer partners • NRC Group Finland Oy and GRK Suomi Ltd as constructor partners Tenders may be submitted for all three (3) parts or for only one (1) or two (2) parts. The same Service Provider’s tender may be selected for more than one part. No more than three (3) Service Providers will be selected for each part. The Client reserves the right not to select a Service Provider if only one (1) tender is received for a part. The agreement term is valid until 28 February 2026. The service to be procured may be extended as an option in four (4) separate 12-month periods, on condition that the Turku City Council makes an investment decision on the tramway project and the Client decides to continue the assignment. The procurement agreement complies with the terms of this call for tenders and the General conditions for consulting KSE 2013. Experts who participate in the assignment may not be in a commercial contractual relationship with fleet suppliers during the procurement process. The assignments are carried out at the premises of Turun Raitiotie Oy, address Lemminkäisenkatu 14-18 B, 3rd floor, 20520 TURKU, FINLAND, or via remote connection. The method of carrying out assignments shall be agreed separately by the Client and the Service Provider. The total estimated value of all parts is approximately EUR 2 million. Maximum value is 2 000 000 €.
