‘Provision of integrated services for the motorised cleaning (sweeping) of roads and communal areas, the cleaning (washing) of waste bins and the collection and transport of bulky waste and small quantities of ECDW for four (4) years’, with the award criterion being the most economically advantageous tender based on price, with a budget of €8.219.999,98 (including 24% VAT) More specifically: Study No 1/2024 by the Directorate for Recycling and Development of Circular Economy Systems (hereinafter ‘DAASKY’) on the award of services for the cleaning of roads and common areas, the washing of bins and the collection and transport of bulky waste and small quantities of AEKK (excavated construction and demolition waste) was drawn up following the Feasibility Report No 166282/24-07-2024 (GOOD REPEATMENT) – Request for a Study by the Directorate for Cleaning and Mechanical Media, which makes it necessary and extremely necessary to award the above-mentioned services to a private person primarily for reasons of municipal and public interest and secondarily with a view to substantially improving the aesthetic image of the city of Thessaloniki, because the staff and equipment of the Municipality of Thessaloniki are unable to meet those needs. Thessaloniki has long been a key nodal point, to the north, east and west. It is a hub of road, sea, rail and air transport that connects Greece with the Balkans, Black Sea and European countries and gradually transforms from a metropolitan center of northern Greece to a potentially important developmental pole of reference in the Balkan peninsula and Europe. The city and its visitors are served by the Port of Thessaloniki, the airport "Macedonia", three railway axes and two railway stations. The port of the city is the second port of the country and one of the largest in the Mediterranean. It connects Europe with the Near and Middle East, the Aegean with the Black Sea and the Indian Ocean. Thessaloniki’s ‘Macedonia’ airport is described as a European hub for the reception and departure of visitors from all over the world, while the Thessaloniki International Exhibition Centre is a pole of attraction for the business community. The city of Thessaloniki has a dominant role in the Region of Central Macedonia (RCM), as a result of which it influences it dynamically, but at the same time accepts the effects of the wider region. The protection of the environment is a primary objective of the Municipalities, which according to Article 102 of the Constitution are responsible for the management of local affairs. The responsibility of first-level local authorities for the cleanliness of all communal areas in their territory is laid down in Article 75 of Law 3463/2006 ratifying the Code of Municipalities and Communities. At the same time, the Cleaning Regulation of the Municipality of Thessaloniki, which was approved by the 250/22.04.2024 decision of the Municipal Council (ADA: 95GOR5-9D2), the Municipality has the responsibility of street cleaning, the cleanliness of the communal areas and the collection of bulky. By Decision No 816/24-07-2024, the Municipal Committee approved the conclusion of a public contract with individuals for the provision of integrated services for the mechanical cleaning (sweeping) of roads and public spaces, the cleaning (washing) of waste bins and the collection and transport of bulky waste and small quantities of ECDW for four (4) years. All types of cleaning (motorized cleaning of roads & communal areas and cleaning of waste bins, i.e. SECTIONS 1 and 2 will be assigned to a contractor while the collection & transport of bulky waste & ECDW (SECTION 3) may be assigned either to the same contractor as SECTIONS 1 & 2, or to a different contractor, because it is not a cleaning service. Therefore, the completion of this tendering procedure will lead to the signing of a contract (mandatory) with one (1) economic operator for SECTIONS 1 & 2 and the same or different economic operator for SECTION 3, as explicitly stated in feasibility report No 166282/24-07-2024 - request for a study. An offer for part of a DEPARTMENT will not be accepted and will be rejected. In conclusion, interested economic operators may submit a tender either for SECTIONS 1 & 2 or for SECTION 3 separately or for all three (3) SECTIONS in total (in accordance with study No 1/2024 of DAASKY – Annex II to this notice). Tenders shall be submitted for all quantities. Bids will not be accepted for part quantities under penalty of exclusion. The estimated value of the contract is EUR 8 million two hundred and twenty thousand (EUR 8 219 999.98) including 24% VAT (budget excluding 24% VAT: EUR 6 629 032.24, VAT 24%: EUR 1 590 967.74). The duration of the contract is set from the date of signature, registration and posting on KIMDIS and for four (4) years, with the possibility of extension in accordance with the provisions of Articles 132 and 206 of Law 4412/2016, as amended and in force.
