Germany-Stuttgart: Supporting services for the government
The award of consultancy services takes the form of a service concession in a two-stage procedure.
Baden-Württemberg plans to set up a modular farm advisory system. The subject-matter of the service concession is the right to participate in this advisory system, with the result that the selected advisory organisations can charge a proportion of their consultancy fees directly vis-à-vis the Land of Baden-Württemberg, which varies depending on the advisory module. In that regard, Article 15(3) of Regulation (EU) No 1305/2013 of the European Parliament and of the Council of 17 December 2013 is relevant. December 2013 on support for rural development by the European Agricultural Fund for Rural Development (EAFRD) and repealing Council Regulation (EC) No 1698/2005, Official Journal L 347/487 of 20.12.2013.
A minimum load shall not be granted. The economic risk therefore lies with the selected advisory organisations. The selected advisory organisations must independently seek advisory assignments on farms in Baden-Württemberg.
The discussions take place on farms based in Baden-Württemberg and must be in German.
The advice concept covers 61 different advisory modules. In accordance with this classification, the call for tenders is divided into 61 lots as follows:
