Description

Background, purpose and objectives of the acquisition In accordance with Prime Minister Petteri Orpo's Government Programme, the Government aims to multiply electricity production in Finland. The stable price and secure availability of clean electricity will be important competitive factors in the future, which will attract investments using industrial electricity to Finland. Electricity must be sufficient at a reasonable price even during windless frost periods. The structure of electricity production must contain price fluctuations and price spikes. Finland must be self-sufficient in electricity on an annual basis and security of supply must be ensured in all situations. As part of this vision of energy based on growth and high security of supply, more nuclear power is also needed. The acquisition is related to the Government Programme's guidelines according to which 1) more nuclear power is needed in Finland and 2) the Government promotes financing solutions for nuclear energy projects 3) Based on the study, a cost-effective capacity mechanism (e.g. auction or similar) will be created that will always support the sufficient amount of available electricity. The acquisition is also related to the implementation of the energy sector growth act entries in the framework session 2025. According to the records, inter alia: 1) The Government attaches great importance to the construction of additional nuclear power and sees the piloting and utilization of new small nuclear power technology solutions as an opportunity to ensure the supply of affordable electricity and heat. The Government will examine the possibilities for increasing existing nuclear capacity. The Government will continue to explore and prepare options for promoting the further construction of nuclear energy, with the aim of creating at least one investment decision for a traditional nuclear power plant in Finland, as well as investment decisions for several modular plants. and 2) After the fossil-free support mechanism, the Government will also investigate a broader capacity mechanism with the aim of ensuring sufficient basic and regulating power and an attractive investment environment, including possible support for the emergence of new nuclear power. 3) In addition, the report takes into account the framework rhetoric, according to which the obligations by which weather-dependent electricity production would participate in the capacity mechanism are investigated.
