External support for inspection of new vehicles Text automatically translated in your browsing language Automatically translated
This contract includes the placing of a framework agreement to have inspection on vehicles (buses) carried out by external parties on behalf of De Lijn, given that De Lijn does not have sufficient capacity to carry out all these inspections itself. At present, De Lijn itself carries out the inspections (including functional, qualitative and electrical tests, test drives and measurements) at the delivery of new controlled vehicles (GVO & VVO) and the conformity assessment for a new type of vehicle at the operators in the event of the commissioning for the concession of the exploi-tant. In the coming years, the volume of controlled vehicles that need to be inspected (GVO) at manufacturers at the production site abroad will increase significantly. This contract concerns a framework contract for the performance of, inter alia: - all services for the final inspection (Partial Provisional Delivery GVO and/or Full Provisional Delivery VVO) of the vehicles at the production site at the manufacturer (mainly outside Belgium) as well as at a local dealer in Belgium, and this on demand; - The examination and preparation of these on-call inspections; - Adopt the used De Lijn standard together with De Lijn's own inspectors; - Together with De Lijn's own inspectors, make the tests to be carried out their own (specific test equipment is supplied by De Lijn); - Performance of quality control/inspection/testing and electronic reporting and communication after each inspection; - The follow-up of the reported deviations, including the impact of the proposed remedial measures through re-inspections; - The consultation with the bus manufacturer and the feedback to De Lijn. The assignment includes all services that are necessary to carry out the further described inspections, quality checks, tests and reporting on behalf of De Lijn. Inspections, tests and quality checks must be carried out at the manufacturer's production site and at local dealers in Belgium. The duration of the contract covers several order series, with several manufacturers in the European Union (e.g. Belgium, Spain, Italy, Poland, Germany, Lithuania, ...) and outside the European Union (e.g. Norway, China, Turkey, ...). This contract is a framework contract with a duration of 8 years: an initial duration of two years and is renewable for one year at a time, with a maximum number of renewals of 6 times.
