Description

The municipality of Gutach im Breisgau is planning the construction of two multi-family houses with socially supported living space at Alexanderstraße 14 and 16. Due to the structural condition of the existing buildings, they are to be demolished and adapted to today's requirements in terms of floor plan quality, accessibility and living comfort. In advance, a feasibility study was prepared by Schlager Architekten & Ingenieure and Stiefvater. These investigations formed the basis for the municipal council's decision to initiate and pursue the project as it stands. At the same time, it is planned not to consider the previous planning approaches as definitively defined in the further procedure, but as a starting point for an in-depth examination. For structural design, in particular, the results of the feasibility studies with regard to building cavity, construction method, foundation situation and cost-effectiveness of the structural design must be reviewed and further developed in the further planning process. In the further planning process, a variant study by the planning team is planned as part of the performance phase 2. The aim is an open-ended approach to the determination of the best possible development, taking into account the highest possible and economically sensible use of the property. From the point of view of structural design, different structural and construction concepts as well as their influence on cost-effectiveness, feasibility and surface efficiency must be investigated. The massive design envisaged in the feasibility studies must be questioned and evaluated with regard to technical, economic and constructive aspects. In addition, the effects of the planned underground car park, the basement floors and the ground conditions on the structural design must be taken into account. The project is expected to be implemented in two phases. First, one of the two buildings will be rebuilt. After its completion, the tenants currently housed in the existing building are to move to the new building, so that the second existing building can then be dismantled and the second construction phase can be realized. The phased realization must be taken into account in the planning of the construction as well as in the consideration of the construction processes and construction conditions. As a further planning basis, a framework schedule as well as a building ground report are available. The findings of the survey are to be included in the development of the foundation and structural design. The project is largely dependent on the approval of the requested funding. After completion of the planning that can be approved as well as the performance phase 4, it is planned to submit the documents to the responsible funding provider. Until the decision of the sponsor, a project interruption of up to 12 months can occur. The tenderers are aware that the continuation of the project and the commissioning of the further performance level are dependent on a funding commitment. The possible project interruption between performance phase 4 and performance phase 5 must be taken into account in the calculation of the offer and the fee. No claims for additional remuneration, additional costs, compensation, adjustments to the fee or other financial claims against the client can be derived from such a project-related interruption, the application for funding or the waiting for the funding decision. The regulations for the gradual commissioning remain unaffected by this. The aim of the structural design is the development of a technically and economically optimized construction taking into account the requirements of the subsidized housing construction, the planned construction phases, the ground conditions as well as a sustainable and permanently economical building construction.

Der Auslober bewertet und fordert keine Entwürfe oder Vorplanungen. Je konkreter, nachvollziehbarer und projektspezifischer die Ausführungen erfolgen, desto besser wird das Angebot bewertet. Projektorganisation Der Auslober bewertet die Organisation des Projektes durch den Bieter. Bewertet wird insbesondere, ▪die Zusammensetzung des Projektteams und die Aufgabenverteilung, ▪die vorgesehene Vertretungsregelung, ▪die externe Kommunikation und die Schnittstellen zum Auftraggeber sowie zu weiteren Projektbeteiligten, ▪die interne Organisation und Abstimmung innerhalb des Planungsteams, ▪die Maßnahmen zur Sicherstellung von Qualität, Kosten und Terminen, ▪sowie die Organisation und Koordination der Tragwerksplanung innerhalb des Planungsteams. Die vorgenannten Aspekte können anhand konkreter Referenzbeispiele erläutert werden.
