Market prospection in the form of a request for information: Acquisition of rented accommodation for the elderly
NB! This notice is not a contract notice or a call for tenders and does not constitute an invitation to tender. With this market prospection, the contracting entity aims to obtain additional information on the subject of the procurement from the bidding market, which can then be utilised in the planning of future tendering. The market prospection does not bind the contracting entity or the participants in the market prospection with regard to future competitive tendering. The Central Uusimaa Welfare Area (Keusote) is planning tenders for rental properties to be built for housing services for the elderly in Hyvinkää and Nurmijärvi. The project planning phase is currently underway. Both units will have 60 customer seats, including 24-hour service housing and communal housing, taking into account the adaptability of the premises, with a special emphasis on communal housing. The current market prospection focuses especially on the availability of the plot of the Hyvinkää project and, in general, on factors that take into account the innovations and comfort of both sites. The site of Hyvinkää will be competitively tendered for its plot using an open method. A plot of land is reserved for the Nurmijärvi site. The focus of the market prospection of the Nurmijärvi site, which will be published later in the year, will be on commenting on the contract and tendering material and on the criteria to be set. The description of the needs of the Hyvinkää housing service site approved by the Regional Government of Keusote on 17 June 2025, section 159, can be found in the appendix. The object of the procurement is the long-term rental of a building within the scope of the Act on Public Contracts (1397/2016), in which the premises to be rented are carried out in accordance with the definitions and requirements of the contracting entity. The project plans for both projects will be completed at the end of 2025, and the competitive bidding will begin in early 2026. The target for the start of construction would be the end of 2026 and the completion of the sites in Q4/2027-Q1/2028. The location of the housing unit must be easily accessible to both the personnel and the customers and their relatives. Particularly in terms of accessibility, accessibility and smooth mobility are emphasized, which requires uniformity in the surroundings of the plot, especially for persons using mobility aids. Local services, such as the grocery store, are preferably located at a distance of 0.5 km and no more than 1.0 km from the plot. Parking arrangements must be made for users (employees, customers, visitors) free of charge or with a small fee, taking into account the conditions of the plot. It is hoped that the residential and service spaces of the building will be located on one or at most two floors. A three-storey building is possible if support facilities, such as an air-raid shelter and changing rooms or storage rooms, are located in the basement floor. The main entrance must be located directly on the residential floors. The need for space will be specified at the project planning stage, estimated at 2400-2700k-m2.
