Description

By means of this tender, the municipalities of Asten and Deurne want to ensure a well-functioning sewage system that protects public health and the physical living environment and contributes to a climate-resilient and water-robust environment. The pumping stations and peripheral facilities are important components of a well-functioning sewer system. Preventive and corrective maintenance prevents clogging problems. The agreement consists of the preventive and corrective maintenance of the pumping stations and peripheral facilities within the boundaries of the municipalities of Asten and Deurne. The contract will be divided into two lots: Lot 1: Asten Lot 2: Deurne Preventive maintenance focuses on the planned inspection, adjustment and cleaning of sewer systems, such as pumps and pumping stations. This involves inspection and maintenance at fixed intervals in order to identify and remedy malfunctions and wear at an early stage. This prevents unnecessary downtime, minimizes malfunctions and extends the service life of the installations. For the municipality, it is important that preventive maintenance leads to continuity in the operation of the sewage systems, stability in budgets (less unexpected costs) and better management of environmental and health risks. Corrective maintenance concerns the prompt and expert resolution of acute malfunctions or defects. This can range from repairing or replacing broken pump parts to repairing electronic controls and control technology. For the municipality, it is essential that this is done quickly and expertly in order to limit nuisance for local residents and environmental damage. In addition, a proactive failure protocol with clear contact and response times helps to manage complaints handling and risks, which contributes to a good service to residents. The work within this maintenance agreement is carried out at various locations within the municipalities. These maintenance works are inextricably linked per lot; the maintenance concerns the same area of ground and peripheral facilities within each parcel. In order to carry out the work as efficiently as possible, the municipalities consider it important that the work per municipality is deposited with one party. Formally, the work has not been merged here because the content and scope of this contract can be seen as a ‘single technical and economic entity’. Given the different numbers in the areas between the two municipalities, the contracts are tendered in two separate lots. This means that a contractor is selected for each municipality (parcel) with whom the municipalities individually enter into an agreement. Tenderers are free to decide whether they wish to tender for one or two lots. The agreement starts per municipality immediately after award and is entered into for a minimum period of 2 calendar years (until 31 May 2027) with the possibility to extend it by 2 times 2 years to a maximum of 4 years. With a maximum duration of 6 years, the framework agreement will end on 31 May 2029. If the maximum contract value as stated in paragraph 2.2 of this document is reached earlier, the framework agreement also ends automatically. According to Article 2.140(3) of the Aanbestedingswet, a longer term of four years is in principle not permitted in a framework agreement. In this case, the municipalities opt for a contract duration of six years, based on several considerations. First, this longer duration provides a degree of certainty to bidders, enabling them to make long-term investments in durable equipment. In addition, it provides sufficient flexibility for the municipalities to respond to changing circumstances and needs, and keeps transaction costs low for both the municipality(s) and the bidder(s). The municipalities individually determine the extent to which these extension options are waived. If a contractor has been contracted for both lots, he cannot rely on the loss of economies of scale if one of the contracts is not renewed, and this fact can never lead to price changes in the contracts. The envisaged effective date of the Agreement is 1 August 2025. Text automatically translated in your browsing language Automatically translated
