Description

The subject matter of the contract is a service consisting of: ‘Maintain and repair of meteorological stations, weather stations, variable content signs, traffic monitoring stations and cameras located on roads operated by the General Directorate for National Roads and Motorways, Katowice Branch and maintenance of the management centre – server room located in the Overstrada Zabrze – Kończyce Maintenance Area’.
Maintenance and repair should include:
— ensuring the continuous efficiency of the meteorological stations, variable content signs, traffic monitoring stations and cameras and their management system,
— maintenance of wireless communication with devices (variable content marks, weather stations, cameras) – excluding camera station in Tarnowskie Górach Tarnowskie Góry 2 (as listed in point 4),
— carrying out the necessary inspections of the stations with regard to their proper functioning, by maintaining, cleaning and adjusting the components of the station. The aim of these measures is to ensure reliable operation of the station. The Contractor must inform the Contracting Authority of the need for maintenance and the time limit for carrying out the maintenance, and the duration of the maintenance must not exceed 24h,
— monitoring by the Contractor of all the equipment covered by the contract,
— making available to the Contracting Authority a monitoring system for all equipment covered by the contract,
— sending weekly reports on the efficiency of the station taking into account malfunctions in the operation of the equipment and the deadline for remedying the deficiencies identified,
— maintenance with calibration of all devices every 3 months,
— ensuring the archiving of data from all devices,
— collection of up-to-date data from the above stations and images (camera system) and transmission to the GDDKiA website at a frequency of 10 minutes,
— the transfer of real-time data from all the equipment covered by the order to the GDDKiA server located in OUA Zabrze – Kończyce and allowing access to this data from the GDDKiA website,
— service readiness to correct all defects regardless of the cause of the defects,
— rectifying the defects reported by the Contracting Authority without delay. Stoppages of more than 7 calendar days shall not be allowed,
— notification within 24 hours in writing or by electronic means to the Contracting Authority of any failure by the Contractor,
— notification within 24 hours in writing or by electronic means to the Contracting Authority of any rectification of the defect,
— in the event of circumstances in which the defect reported is due to external factors beyond the Contractor’s control and requiring the intervention of other services (damage of a telephone or power line – lack of tension or its defeat, GPRS, internet communications, vandalism, force majeure – lightning, floods, storms and traffic accidents), the Contractor shall set a deadline with the above services for the rectification of the defect and then notify the Contracting Authority of the date of repair of the station. The time limit for repairing defects resulting from the above circumstances will be determined individually with the Contracting Authority, depending on the extent and complexity of the repair,
— a 3-monthly survey of meteorological stations, weather stations, variable content signs, traffic monitoring stations and cameras (3-month period will be counted from the signature of the contract),
— the incorporated material must have characteristics equivalent to that of the original material,
— 24 months’ guarantee to the Contracting Authority for all components listed in the equipment,
— carrying out the following activities:
(a) providing the Contracting Authority with technical advice related to the supervised system;
(C) the transmission of images from cameras to the Contracting Authority’s website;
(D) providing training to the Contracting Authority’s staff in the event of the introduction of new operating procedures as well as new software,
— proposal of software-based hardware solutions to ensure continuous and non-emergency operation of the equipment – any proposals must be made in writing.
