Netherlands-Tiel: Banking services

The contract covers the provision of banking services to the contracting authority:
— the execution of BSR payments;
— the provision of a current agreement (which sets out, inter alia, the credit limit, interest rates and valuation agreements, for example);
— the availability and quality of the electronic banking package;
— other conditions such as the availability of daily and cash;
— support for digital notes; BSR is considering issuing a digital note in due course;
— once authorised by law, BSR wishes to use the so-called ‘bank claim’ for the collection of tax assessments; the provider should facilitate this by making available an additional bank account for this purpose;
— SEPA regulations were introduced in 2014. The order includes the provision of payment and collection operations, with BSR having opted for data exchange with the bank through the support of PowertoPay;
— since January 2014, common schemes have been subject to so-called ‘treasury banking’; BSR has an agreement with the Agency, whereby the discharge to and from the account with the Treasury takes place automatically on a daily basis; this must be supported by the tenderer;
— changes in the tax revenue account should be provided via PowertoPay/FTP both in electronic banking and in S-MT940 format.
