With the publication of the tender documents, Domea.dk initiates the process of finding new partners to carry out a number of turnkey construction projects (new construction) for the housing organisations listed in Annex 1.10, for which Domea.dk is the manager. Domea.dk wishes to conclude parallel framework agreements on turnkey contracts to ensure, among other things, an optimal handling of new construction projects in terms of time, economy and quality. The tender for the framework agreements is divided into two lots: Lot 1 – East and Lot 2 – West. On Lot 1, East, Domea wants 3 primary framework agreement holders and 2 secondary (backup) framework agreement holders. On Lot 2, Vest, Domea wants 4 primary framework agreement holders and 2 secondary (backup) framework agreement holders. A candidate may apply for pre-qualification on one or both lots, and a tenderer may win a place on both lots after the tender evaluation has been completed. The framework agreements are not exclusive, in the sense that Domea.dk has the possibility - without the use of these parallel framework agreements - to conclude turnkey contracts on the basis of traditional tenders or direct award (if the procurement rules allow) of specific projects. No specific turnover is guaranteed on the framework agreements, as Domea.dk is not bound to use the framework agreements. The framework agreements cover constructions with variation in the projects and the construction method depends on the specific project. These are individual projects built as turnkey contracts – possibly as modular construction. The tasks covered by Lots 1 and 2 of the framework agreement concern the construction of general housing as a turnkey contract, including most likely youth housing and family housing, but may also include senior housing/care homes (as well as possible down renovations/transformations of existing buildings). Projects under the framework agreements will vary in number of housing units, size, design and location. Most often, a turnkey contract will cover between 30 and 100 housing units (for Lot 1) and 25-50 housing units (for Lot 2), but contracts covering a number of housing units outside these ranges may occur. The result in terms of social housing with a disposition and a robust quality characteristic of social housing will be repeated for the projects under the framework agreement. The individual projects are expected to primarily deal with new construction in the order of DKK 25-150 million in contract value including VAT. Every year Domea.dk is the manager of a large number of housing organisations' construction of new buildings in the form of social housing throughout the country. If Domea.dk enters into a management or administration agreement with institutions and housing organisations during the term of the framework agreement, the list in Annex 1.10 – within the framework of procurement law – may be added to the new housing institutions/companies by means of an allonge to the framework agreement. The contracting entity may award contracts under the framework agreement as direct awards on the basis of a rotation model or on completion of a mini-tender (reopening of competition) between the undertakings awarded a place on the framework agreement, cf. Section 98(2) of the UBL. The rotation model of the framework agreement used for the direct award of tasks includes the main framework agreement holders. On the other hand, when carrying out a mini-tender, both the primary and the secondary framework agreement holders can participate. In addition, the secondary framework agreement holders may come into play by direct award if there is a refusal or decay among the primary framework agreement holders, as specified in the tender documents. The criteria for when the contracting entity will carry out a mini-tender or make a direct award are set out in the tender documents, in particular in the framework agreement. In some of these projects, it would be appropriate for this knowledge to be retained in the project, and Domea.dk will therefore assess, on a project-by-project basis, whether the Total Contractor should be invited to take over Domea.dk’s technical advisor.
