Description

The independent evaluation of the voting systems put in place for the election complies with the recommendations issued by the CNIL. In compliance with these requirements, the expertise will cover both voting systems with a priori control and the voting system itself in its implementing environment.
The independent expert intervenes three times in the process.
This is a contract with order forms for a minimum value of EUR 30 000 excl. tax and a maximum amount of EUR 129 900 excluding tax.
During the development or configuration phase, it will assess the voting system carried out, in order to check that it complies with the special terms and conditions (CCP) and the requirements of the CNIL. The independent expert report will result in the production of a priori audit report. This report will be submitted to the CNIL and then sent to the members of the polling station, the members of the technical committee, the list delegates and the members of the National Committee on Voting Operations.
The expert’s comments must be taken into account in full; this verification will lead to the submission of a report (or more than one report if necessary).
During the ballot, the expert will be involved as a member of the Technical Committee (role of the polling station) to ensure that the ballot runs smoothly.
The services expected are thus broken down as follows:
— Audit of voting systems (UO1),
— Verification of the integration of requested changes in the audit (UO2),
— Assistance in the monitoring of voting operations (UO3),
— Additional expertise (UO4).
