F-Cannes: street-lighting maintenance services
The procurement procedure will be carried out in accordance with the competitive dialogue procedure (C publ. contracts, Articles 36 and 67). Since the City of Cannes was not in a position to define alone and in advance the technical means, as well as the legal and financial arrangements, capable of meeting its needs in view of the complexity of that operation, it was decided to use a competitive dialogue procedure.
The purpose of the energy performance contract will be to entrust the economic operator with the overall management of the streetlights and lighting installations, including an option for the provision of installation and removal of end-of-year illumination and events and remote management.
The city of Cannes is in fact seeking a solution, through a competitive dialogue, which guarantees both a very high level of service and combines rationalisation of operating costs with optimisation of the quality of results.
The overall contract will only cover the performance and operation or maintenance of the services, “in order to meet quantified performance targets defined in particular in terms of activity level”.
In addition, this overall energy performance market will include measurable performance commitments on the part of the contractor, in particular in terms of activity level, quality of service, energy efficiency or ecological impact.
