Vilogia divided the NPNRU’s eligible assets into 16 lots. 1 project management contract will be concluded per lot.
Each project management contract will consist of a firm ‘diagnostics’ unit and a ‘full mission’ conditional part.
Each consortium awarded the contract must carry out the diagnostic phase for the assets of the lot concerned, with the task of issuing the technical and financial recommendations to the contracting authority. The final report will enable the contracting authority to plan the rehabilitation, demolitions, the GE/GR, and the residences to be carried out. As a result, the NPNRU Conventions will be concluded.
At the end of this phase, groups of companies will be invited to take note of the guidelines validated by the contracting authority and to submit their technical and financial proposals, for all remaining project management tasks, for rehabilitation, demolition and residential work. In the event of agreement with the contracting authority, the conditional tranche will be consolidated.
If, following the diagnosis phase, lot by lot, the architect’s competence is essential, one or more consultations, in accordance with the rules governing public procurement, will be carried out by the project manager in collaboration with the project management team. Thus, by means of an addendum, the architect (s) will join the consortia at the end of this consultation.

Start bones of the diagnostic phase: 1.7.2016.
Submission of the full and final report in the diagnostic phase: 1st week of January 2017.
