Description

We ask for your offer of raking and horticultural waste reception services, weighed and including reception fees. The weighing fee is invoiced as a separate unit price of €/piece. A more detailed description can be found in the service description and other tender documents. This procurement involves the conclusion of a framework agreement and a framework agreement with a number of actors. A maximum of three (3) service providers meeting the requirements of the invitation to tender will be selected for the framework agreement on the basis of a tender comparison. If fewer than three admissible tenders are received, the framework agreement may also be concluded with a smaller number of service providers. The operating model of this framework contract will be opened in the procurement documents.

Description: Tarjouksen vertailuperusteena on kokonaistaloudellinen edullisuus. Vertailuhinta muodostuu seuraavasti: Arvioitu vuosimäärä kerrotaan rivikohtaisella yksikköhinnalla (alv. 0 %), ja tulokset lasketaan yhteen. Kokonaistaloudellisesti edullisin tarjous on hinnaltaan halvin. Puitejärjestelyyn valitaan enintään kolme tarjouspyynnön mukaista vaatimukset ja ehdot täyttävää tarjoajaa. Vastaanottopaikan valintaperuste muodostuu työkohteittain materiaalin ja Tilaajan kuljetuksenyhteisvaikutukseltaan edullisimman hinnan mukaan. Puitejärjestelyn sisällä Tilaaja valitsee kulloinkin palvelun toteuttavan sopimustoimittajan kokonaistaloudellisen edullisuudenperusteella. Kokonaistaloudellisesti edullisin on hinnaltaan halvin. Valinta tehdään vertailemalla toimittajakohtaista vertailuarvoa, joka muodostuu seuraavasti: vastaanottohinta + punnitusmaksu + kuljetuskustannus. Kuljetuskustannus lasketaan kaikille toimittajille samalla tavalla kertomalla etäisyys (km) tilaajan käyttämällä yhtenäisellä teoreettisella kuljetuskertoimella (€/km). Etäisyys määritetään lyhyimmän ajoreitin mukaisena kilometri-etäisyytenä (Google Maps / vastaava). Laskennassa käytetään yhden suunnan etäisyyttä. Mikäli työkohdekohtaisesti vertailuarvoltaan edullisin toimittaja ilmoittaa, ettei se pysty vastaanottamaan jätettä kyseisenä ajankohtana tai sen vastaanottokapasiteetti ei ole riittävä, valinta tehdään seuraavaksi edullisimman vertailuarvon perusteella.
