Oulu Facility Services - Maintenance and repair services of ice and ski track machines
Oulun Tilapalvelut (Oulu Facility Services) is requesting an offer for the maintenance and repair services of ice maintenance and skiing machines for the contract period 1.12.2025 - 30.11.2026. Possible option period 1.12.2026 - 30.11.2027. The subscriber shall notify the exercise of the options 3 months before the beginning of the option period. A framework contract shall be established for the procurement. The order of priority of the service providers selected for the framework agreement shall be determined on the basis of a competitive tendering procedure, in which the provider with the lowest reference price shall be the first in the order of priority. A maximum of three service providers per sub-area will be selected. The price and scoring criteria are provided in the "Criteria for procurement" section. Service and hourly rates are provided separately for each device brand. Additional points are awarded if both service and repair services are offered for the same brand. If the 1st place cannot/is unable to accept the work, the subscriber uses the 2nd place service provider, etc. Service response time on weekdays is 5 days. (Receipt and start of work). The response time of the repair service on weekdays and weekends is 1 day. (Receipt and start of work). The service is performed in accordance with the brand manufacturer's maintenance programme and the provider must have access to diagnostic tools provided and maintained by the brand manufacturer. As a rule, maintenance is carried out outside the season, usually between May and September. Maintenance takes place in the premises offered by the customer in the Oulu economic area (Kanta Oulu, Haukipudas, Kiiminki, Ylikiiminki and Yli-ii). Repairs, as a rule, at the place of use of the machines. Individual spare parts and accessories are covered by the agreement. The repair service is carried out at the request of the customer in the event of unforeseen faults. Spare parts purchased in maintenance and repair services must be of new and original quality. Spare parts are invoiced at list prices that are at least equivalent to the prices offered to consumers. The customer has the right to request a list of spare parts prices as a reference and, if necessary, order individual spare parts and accessories separately. The customer may remove / add equipment covered by the maintenance and repair service on an annual basis. The customer informs the service provider of the changes. If the Subscriber receives new equipment brands not mentioned in the invitation to tender, the Subscriber may request from the framework contractors, through mini-tendering, the offer prices for the new equipment brand. Tenders may not contain any conditions of their own. The contracting entity does not commit to any amount of procurement. The customer has the right to reject all offers for a justified reason.
