Description

This notification is only a request for information (RFI). The notification is not a contract notice or a call for tenders or an invitation to a negotiated procedure or a preliminary notice to reduce the time period for tenders. This notification and/or answering to it do not create any obligations for the contracting authority or for those who choose to answer to it. The contracting authority does not pay any compensation for taking part to this RFI. The information provided by the contracting authority is preliminary and it is subject to change. Fintraffic Air Navigation Services ("ANS") have a plan to launch procurement concerning the general agreement of VOR/DME systems for 4 to 8 years. Therefore, we would like to have following procurement information related Doppler and/or Conventional VHF Omni direction Range (VOR) and Distance Measuring Equipment (DME) systems based on this request for information (RFI). The procurement unit asks interested suppliers to answer the following questions: 1.Which subsystem parts you be able supply: - DVOR - and/or CVOR - DME for ENR 2. Describe total amount of operative system units at the moment? 3, The period of supply schedule in weeks from Order Confirmation to an airport of Finland? 4. Estimation for the commissioning schedule in weeks on the site? Here you may ignore ground bases and cabling for communication and power supply. 5. Describe power and backup power supply requirements for VOR/DME. Would the system need some converter in case of AC 230 V ± 15 %, 50 Hz ±10 %. Shall backup power supply units included to the supply of systems? 6. Preliminary budget cost of VOR/DME system with hot standby units to an airport of Finland with DDP Incoterm? 7. Estimation of life cycle cost for 15 years of operative use? Estimation shall base on attached MTBO/MTBF calculations. 8. Describe need of periodically maintenance and/or upkeep program for VOR/DME 9. Shall system and design organisation cover follow EC regulations: - (EU) 2018/1139 article 45 and 47 - (EU) 2023/1768 article 4, 5, 6, 7 and attachment III - (EU) 2023/1769 attachment I? This notification and/or answering to it do not create any obligations for the contracting authority or for those who choose to answer to it. The contracting authority does not pay any compensation for taking part to this market dialogue. The information provided by the contracting authority is preliminary and it is subject to change. Taking or not taking part in the market dialogue does not change the standing or status of a company in the procurement process. The public advance notice material written by the contracting authority will be available to anyone interested in it. MARKET DIALOGUE We kindly ask you to register for the market consultation by sending answers to above-mentioned questions by e-mail to hankinnat@fintraffic.fi and sami.kellokoski@fintraffic.fi no later than Juni 23th 2025 at 12.00 CET. Please state the subject as "ANS-001013 / DVOR/DME - Systems - MARKET DIALOGUE", along with the name of your organization and a return address to person who we can request more detailed information if needed. Answers in writing are kindly asked to be given either in Finnish or in English. The contracting authority reserves the right to meet potential suppliers via Teams tentatively between weeks 35-37.
