Minimum quantity of framework agreement: 59,640 kg; Maximum quantity of framework agreement: 69,076 kg; Minimum subsequent contract quantity: 5,000 kg; Maximum subsequent contract quantity: 30,000 kg; Estimated value of the largest subsequent contract expected to be awarded during the duration of the framework agreement: 141,900,00 lei. The dates proposed in the estimated timetable represent the intention of the contracting authority, not a firm commitment on the part of the contracting authority to award subsequent contracts, based on the working assumption that there will be no unforeseeable events/circumstances that could not be taken into account when the award procedure was initiated, i.e. the necessary financial resources will also be provided. Subsequent contracts may be concluded in several instalments as necessary. The acquisition will be completed by the conclusion of a framework agreement with a single economic operator, valid for 12 months from the date of completion of the procedure, but not earlier than 14 August 2026. There is no possibility of making additional funds available for the performance of the public procurement contract. Subsequent contracts may be concluded as necessary, usually on a quarterly basis. Any request for clarifications must be submitted to SEAP (https://e-licitatie.ro/pub). The number of days until which clarifications can be requested before the closing date for submission of tenders is 15 days. The contracting authority will respond in a clear and complete manner to all requests for clarifications on the 11th day before the closing date for submission of tenders. The deadlines for receiving requests for clarifications and for sending the contracting authority’s reply were calculated in such a way that economic operators would benefit from the 10 days provided for in Article 161 of Law No 98/2016. The contracting authority shall determine the most economically advantageous tender on the basis of the award criterion and the evaluation factors set out in the procurement documents. In order to determine the most economically advantageous tender, the award criterion to be applied to this procurement procedure is the best price-quality ratio, on the basis of Article 187(3)(a) of Law No 98/2016, as amended.
