The investment will have the following characteristics: − importance class – III – average (according to P 100 – 1/2013); − Importance category – “C” – normal (according to GD 776/1997). The main objective of the contract is the design and execution of works for the investment objective ‘SURRENCY PASSAGE OVER DN1 BAICOI AT THE INTERSECTIA BETWEEN DN1 (E60) – DJ215’>, in compliance with the legislation in force and the Community regulations. Currently, in the area of the intersection between DN1 and DJ215, due to the very high intensity of road traffic on the national road as well as the low capacity to ensure the fluency of road traffic, frequent bottlenecks and stagnations occur, this area representing a black point (conflict point) for the development of traffic on the two mentioned arteries. During traffic, there are major deficiencies consisting of stress, high fuel consumption, massive releases of pollutants into the atmosphere and traffic accidents. This requires the construction of a passageway for cars. The proposed location for the investment is located in the administrative area of Baicoi, at the intersection of two major traffic arteries: DN1 road, which is a European road, with 4 traffic lanes and DJ 215 which is a county road, with 2 traffic lanes. The overall objective of the project is to improve the living conditions of the population by creating safe conditions in car traffic. The specific objective to which this project refers is to improve the basic physical infrastructure in the urban space.
