Description

Bauprojekt Hanau GmbH is a wholly owned subsidiary of the city of Hanau. It will conclude a purchase agreement with the Bundesanstalt für Immobilienaufgaben (BImA) for the premises of the former Pioneer caserns in the Hanau urban area.
The Pioneer casks is a former US Army site. The site is located in the east of Hanau. Separated by Bundesstrasse 8, a smaller part of the former military properties are predominantly residential blocks and associated facilities (Sportsfield-Housing). In the northern and larger part there are former barracks, including residential, administrative and ancillary buildings (Pioneer terrains).
The City of Hanau has already produced extensive expert reports and, on this basis, have developed concepts for the future use of the site. An overview of the location and planning can be found in the project exposé (see point VI.3 of this notice).
The Hanau GmbH building project is looking for a partner for the development of the former Pioneer caserns. The joint development activity should be based on the existing plans. The Pioneer site is essentially intended to be used for residential use. The zoning plan procedure was initiated by a decision of the City Council. In the Sportsfield sector, housing facilities are currently being used on a transitional basis to accommodate refugees and asylum seekers. These areas are not the subject of the contract of sale with BImA; their development is not part of the present procurement procedure.
Cooperation may take place on a contractual and/or company law basis (e.g. the creation of a joint company) and the modalities, including tax matters, will be the subject of negotiations. The partner must play a significant role in the risks associated with the development; it is also expected that the upfront costs of the Hanau GmbH building project, including the purchase price of the land, will be borne substantially or completely. The development partner will also, at its own expense, monitor the development plan procedure and, in coordination with the Hanau Building Project (without prejudice to the planning responsibilities of the City of Hanau) and take over the subsequent development of the land. Purely service contracts, fiduciary models or similar forms of cooperation which ultimately attribute the development risks to the Hanau GmbH building project or the City of Hanau are excluded.
The measures necessary for the development of the land include, in addition to the details of the planning, the creation of building rights (construction planning), the formation of land, the development of the building, the development of the land to the marketing, sale and/or development of the land. The partner cannot, but does not have to take over the building as a developer/client; with the agreement of Bauprojekt Hanau GmbH, a partial sale to investors or developers at an earlier stage of development is also possible. Each developer will have to enter into a construction obligation vis-à-vis the city of Hanau. A comprehensive urban planning agreement will also have to be concluded with the city of Hanau to cover the follow-up costs of development (infrastructure).
The investment volume for land acquisition, planning, development and refurbishment (including contaminated sites and demolitions) is estimated at approximately EUR 40 million for the total of areal, which depends on the specificity of the planners and other factors and therefore provides only an indication of the volume of commitments in question.
The Hanau GmbH building project stresses the importance of long-term and partnership-based cooperation, for which the contractual bases are laid by this call for tenders. The development partner should be able to perform all development-related construction and service tasks for the City of Hanau and the owner of the area, Bauprojekt Hanau GmbH. It is important to ensure that the implementation of the urban planning objectives is ensured by the urban partner’s voice and governance rights.
