The subject of the contract are services related to maintenance, ongoing maintenance and minor repairs of electrical equipment and installations in the facilities of the Międzyleski Specialist Hospital in Warsaw. 2. The contracting authority does not divide this contract into lots, because the subject of the contract forms a complete whole and it is not possible to separate its parts. The need for coordinated action in the case of division of a contract into lots. It could seriously jeopardise the proper performance of the contract and its timely execution. In addition, the Contracting Authority informs that the value of the contract indicates that Contractors from the small and medium-sized enterprises sector may apply for it. 3. Maintenance, maintenance of electrical equipment and installations will be carried out: - by two employees employed on working days from 1h 700 to 1500 and the on-call electro-monter from 150 to 1900 - the on-call electro-monter on Saturdays, Sundays and public holidays from 10.00 a.m. 700 to 1900 - removal of failures in power equipment and installations every day in hours. 1900 to 700 will be carried out by the contractor's power ambulance electro-installers, a maximum response time of 45 minutes 4. Ensuring continuity of power supply to such facilities as: operating and postoperative rooms, ICU, delivery rooms, treatment rooms, SOR, SION, Laboratory - within max. 20 min. 5. For other hospital facilities, it is time to remove the failure up to 60 min. 6. In order to ensure that breakdowns are quickly rectified, the contractor must have an ‘Energy Emergency’ car with the equipment and staff necessary to operate cable lines and electrical and power stations with a general voltage of 1 kV to 110 kV and the location of damage to power cables 7. Scope of ongoing maintenance: - replacement of worn/damaged electrical equipment (sockets, switches, luminaires) - replacement of worn/damaged elements of electrical switchboards, - replacement of worn-out light sources, - periodic commissioning of generator sets, - monthly inspection of measuring systems, - periodic inspections of switchboards, transformer stations and main switchboards in accordance with Article 62 of the Construction Law of 07.07.1994 and the Regulation of the Minister of Infrastructure of 12.04.2002 on technical conditions to be met by buildings and their location. 8. Performing small electrical works at the ordering party's request. 9. A detailed list of facilities related to the maintenance, ongoing maintenance and minor repairs of electrical equipment and installations is set out in Annex 4 to the FTZ. 10. The Contractor shall ensure technical supervision of the performance of the subject of the contract by a SEP holder up to 15 kV. 11. The selected Contractor will perform an inventory of equipment in the electrical industry (switches, switchgears, WLZ, transformer stations, etc.) within 7 days from the date of signing the contract and confirm this with a statement submitted to Technical Department 12. The Contractor will be obliged to keep an Operations Log and Event Reporting. ATTENTION!!! MANDATORY LOCAL VISA: 1. The commissioner will carry out a local vision. The contracting authority shall require the submission of a tender after the Contractor has carried out a local survey of the area covered by the contract; 2. Due to the specificity of the subject of the contract, the Ordering Party pursuant to Art. 2(1) of the Public Procurement Law Act – The contracting authority requires tenders to be submitted after the on-site visit. In view of the above, a local vision will be organised before the deadline for submitting a tender for the present proceedings in order to obtain all information regarding the subject-matter of the contract. The contracting authority considers it necessary for the comprehensive preparation of tenders. The Contractor shall bear all costs relating to the preparation and submission of the tender. During the on-site visit, the contracting authority shall draw up a list of attendance, which each of the Contractors’ representatives present shall be required to sign. The absence of a signature indicating the name of the Contractor will be treated as a failure to carry out an on-site visit and will result in the rejection of the tender in accordance with Art. point 18 of the PHP; In the case of joint bidders, the participation of one of the joint bidders will be sufficient. 4. The contracting authority does not allow variants to be submitted. 5. Each Contractor shall have the right to submit only one tender. Submission by one Contractor of more than one tender or tender containing alternatives shall result in the rejection of all tenders submitted by that Contractor. 6. The payment period is 60 days from the correctly issued invoice delivered to the Ordering Party. 7. Timeframe - The service will be provided for a period of 24 months from the date of conclusion of the contract with the Contractor selected as a result of the public procurement procedure.
