Description

The Kainuu wellbeing services county (also referred to as the "Procurement Unit and the "Subscriber") requests offers for a general medical emergency service at Kainuu Central Hospital with a delivery guarantee. The service that is the subject of the procurement is procured for on-call duty both during office hours and outside office hours. Period of office: - Mon-Thu 8-15.30 - Fri 8-15.00 Outside office hours: - Mon-Thu 15.30-22 - Fri/Fri and weekday holidays eve days 15-22.00 - Sat-Sun, public holidays and weekday holidays 8-22 Currently, on-call services are available at all times at the Kainuu Central Hospital on-call service premises at Sotkamontie 13, Kajaani. Kainuu Central Hospital's emergency services treat patients seeking treatment independently, which are directed to the emergency services primarily by the Hoidonperus.fi instructions, in which case the urgency of the treatment must be within 24 hours. On a case-by-case basis, the emergency clinic also treats patients with 1-3 days of urgency, although the aim is to refer patients of this category of urgency to the emergency clinics of primary health care. There is one doctor working in the PTH Triage during office hours and two doctors working outside office hours. At the same time, there are 1-3 nurses working in the PTH triage, who are independently responsible for the nurse's appointments and select only some of the clients for the doctor. On ESH's side there is a conservative and operational front-line duty officer 24/7 and on-call duty officers from 8 a.m. to 10 p.m. (Sat-Sun 8 a.m. to 8 p.m.). The hospital's specialists can be consulted extensively during office hours. Outside office hours, on-call specialists include internal medicine, surgery (hard/soft), gynaecology, radiology, anesthesiology, psychiatry and paediatrics. The average number of patients is 80-90 per day, of which 30-50 are referred to a doctor. On average, half seek treatment during office hours. The load varies due to, for example, public holidays, holidays and infection seasons, and rush hours follow the general rush hours of on-call duty. The above is a description of the present moment and the updating activities may change during the contract period. Doctors on duty during office hours must have at least LK5 rights and experience in on-call work. Outside office hours, the doctor on call must have LL rights. If the Client has ordered two doctors from the Service Provider for the same time outside office hours, one must have LL rights and the other must have at least LK5 rights and experience of working at an on-call service point. Medical services are procured as a total procurement and one service provider is selected in the procurement. The aim is to start the production of the service subject to the procurement as soon as possible at a time to be agreed with the selected service provider, but no later than 1 June 2025. The actual contract period ends on 31 December 2027. The acquisition includes the subscriber's option for 1+1 years. The client commits to ordering the work input of one doctor (LL) outside office hours. The client informs the service provider three (3) months in advance of the need for on-call work during office hours and the work input of any other doctor on call outside office hours (at least LK5). All quantities specified in the invitation to tender and its appendices are estimates and the Customer does not commit to certain quantities. The final amounts may be lower or higher than those estimated during the contract period. The contract does not constitute an exclusive right for the service provider to provide the service that is the subject of the procurement to the subscriber. The subject of the procurement is described in more detail below in the invitation to tender and its appendices. Text automatically translated in your browsing language Automatically translated
