1. The realization of a mission of accompaniment and advice to implement the strategy developed by the CCGST aimed at the creation of mixed energy communities with public and private participants, balancing consumers and producers of renewable energy mainly solar (non-exclusive). It will be a question of responding to this problem with an efficient legal-financial set-up, a system that evolves over time and taking into account an easy daily and financially optimized management of this (these) structure (s) to be created. 2. The effective creation of several "loops" of ACC according to the regulations in force (specific rules for EPCI, diameter of 2km and derogation conditions). In a duty of fairness, these loops, the number of which must be minimized, must eventually (according to a staggered schedule of creation of loops) cover the entire territory and allow all actors to adhere to it.
