1. The procedure is conducted under a restricted tender procedure in the fields of defence and security pursuant to Art. 1 of the PPL Act. A restricted tender, in accordance with Article 140 of the Public Procurement Law, is an award procedure in which, in response to a contract notice, requests to participate may be submitted by all interested economic operators and tenders may only be submitted by economic operators invited to submit tenders. 2. As a result of the present proceedings, a framework agreement will be concluded on the basis of which implementation contracts will be concluded in accordance with Article 422 of the PPL, in accordance with the procedure laid down in the draft provisions of the framework agreement. 3. Contractors shall bear all costs related to the preparation and submission of the tender. The Contractors undertake not to raise any claims in this respect against the Ordering Party. The contracting authority does not provide for reimbursement of the costs of participation in the procedure. 4. The Contracting Authority does not envisage conducting the electronic auction referred to in Article 227 of the Public Procurement Act. 5. The contracting authority may cancel the procurement procedure before the deadline for submission of tenders if there are circumstances that make the continuation of the procedure unjustified. 6. The contracting authority shall provide for the possibility of cancelling the procurement procedure if the funds which the contracting authority intended to allocate to finance all or part of the contract are not allocated to it.
