Description

This contract concerns the way of preventing and organizing interventions to combat ice and snow on the county roads on the SIEU Lot and the LECHINȚA Lot, under the administration of the Bistrița-Năsăud County Council, classified by levels of viability. Roads are affected during winter by weather phenomena (snow, ice, ice, etc.) that can cause worsening of viability or even closure of road traffic. In order to ensure safe road traffic on county roads during winter, it is necessary to provide a series of activities leading to the prevention and control of slipping and snowfall, including prompt information on the state of the roads, for road users. The activity is of strategic nature, of national importance and is carried out under the direct guidance and direction of the road manager. The method of preventing and organising interventions to combat ice and snow on county roads shall comply with the technical regulation in Order No 289/2170/2013 approving the technical regulation ‘Regulation on preventing and combating snow on public roads’, indicative AND 525-2013, ‘Guidelines on preventing and combating slippage and snow on public roads’, approved by Decision No 9/07.01.2009 of the General Director of the Romanian Motorways and National Roads Company. The maximum time intervals allowed for interventions on the roads covered by the Service Contract are those specified in Table no. 3 of Order no. 289/2170/2013 approving the technical regulation "Regulation on preventing and combating snowing of public roads", indicative AND 525-2013. Their execution will be carried out by units with a specific profile, equipped with qualified personnel, installations and technologies that meet the quality requirements, in accordance with the regulations in force. Note: The CA will respond to requests for clarifications on the 11th day before the submission of tenders. In accordance with Articles 160 and 161 of Law 98/2016, as amended, the CA’s obligation to respond to requests for clarifications is subject to the submission of requests for clarifications 18 days before the deadline for the submission of tenders.
