This contract consists of 3 separate tasks: Mission 1. Project management The consultant will act as project manager for projects to simplify specific schemes or to accompany middle or top management in the simplification of several provisions. Its role will consist of: — draw up an action plan specifying – animate any steering committees put in place to coordinate the implementation of the action plan – provide adequate support – follow up/report on the action plan for each project – draw the alarm if necessary and propose specific solutions in the event of problems – management of the change inherent in any such project. Its role will not consist of steering or carrying out technical (IT) activities, with the exception of a possible contribution to a needs definition phase (see mission 2).Mission 2. Analysis of needs in the context of IT developments (from the perspective of e-government) In the context of the ‘integrated approach’ and even though most IT developments are not within our remit, the role of the Commissioner may nevertheless go so far as to help administrations express their needs in the context of IT applications which contribute to the objective of administrative simplification and e-government.To this end, a project manager is currently being recruited within the Commission to take care of these aspects and to ensure the main point of contact with the administrations in this area. If necessary, the consultant will assist the EASI-WAL project manager in this area. While it is of course important to have a good knowledge of IT and, above all, its potential contribution to the daily lives of the administrations, the consultant will have to demonstrate his ability to match the administrations, to understand their needs and to carry out a “translation” for information.Mission 3. Multi-disciplinary diagnosIf necessary, and at the request of EASI-WAL, the service provider may be required to carry out multidisciplinary diagnostics as part of the integrated approach. The aim will be to assess the complexity of an existing scheme from various angles (regulation, process, forms, data sharing, communication, user path) by following the methods in force and applying the existing methodological tools in EASI-WAL. The service provider will act here as if he were part of the EASI-WAL team or the MFWB Administrative Simplification Unit to support them in the event of an excessive workload.
