Description

The Kliniken der Stadt Köln gGmbH and RehaNova Köln (hereinafter referred to as AG) intend to identify a cooperation partner in the context of the present procurement procedure and to commission it on the basis of a framework agreement with the provision of the laboratory services necessary for the operation of the AG for a period of five years. The AG cooperates with a laboratory service provider. The laboratory service provider provides the laboratory services for the clinics of the city of Cologne, including in particular: Emergency diagnostics, clinical chemistry and microbiology. Diagnostics via various PCR panels are carried out on site at the sites and in the specialist laboratory. The laboratory service provider monitors the functionality of the POCT devices and their quality assurance. The service is provided by staff of the clinics of the city of Cologne gGmbH and staff of the service provider. Places of service are the laboratories at the clinic locations Cologne-Merheim and Cologne-Riehl as well as the location of the laboratory service provider and laboratories connected throughout Germany. Excluded from the service provision are the technical hygiene, MRSA and various gastroenterological and respiratory diagnostics, as well as hematological examinations of the Institute of Transfusion Medicine. At the time of a possible new award of the laboratory services, about 9 medical-technical laboratory assistants / BTA and two assistants will still be employed at the clinics of the city of Cologne gGmbH, who will continue to work in the laboratory by means of personnel recruitment. A new recruitment must be negotiated with the works council. A retender must include protective functions for personnel to protect them from overload caused by changed processes or service providers. In order to ensure quality and cost-effectiveness, laboratory diagnostics will continue to be provided by a laboratory service provider. The laboratory service provider is commissioned to provide laboratory medical and microbiological diagnostic services for all patients. These include outpatient and inpatient regular and optional service patients with referral orders as well as patients who are treated by doctors in clinics as part of documentary medical and other secondary activities. The parameters exceeding the examination spectrum at Klinikum Merheim are provided by the laboratory service provider. The laboratory service provider provides a daily courier service for the transport of the test samples between the laboratory in Merheim and the laboratory service provider for samples that are not processed in the laboratory on the premises of the Klinikum Merheim. In addition to the laboratory contract, there is a service and supply contract for the rental of the POCT devices, mainly blood gas analysis and blood glucose meters. The laboratory service provider monitors the functionality of the devices including the accessories and consumables, their quality controls in accordance with RiliBÄK including maintenance. The WG shall tender the framework agreement throughout Europe in the context of a negotiated procedure with participation competition.
