The City of Helsinki acquires a core data solution for the public services of the municipalities and wellbeing services counties in the Helsinki metropolitan area. The object of the procurement includes the following solution components: business logic, database, maintenance application with defined functionalities, access control, data quality monitoring and log analysis. The working name of the solution to be procured is PalveluYdin. The aim of the service core is to improve the data management of public services for the needs of municipalities and wellbeing services counties in the Helsinki metropolitan area. The solution plays a key role in the collection and production of service information, as it serves as a data repository for core information in public services. The data contained in the Service Core can be easily utilised in different target systems with the help of interfaces. The user interface is digitally accessible, easy to use and user-friendly. In addition, the Service Core has built-in data quality assurance functionalities. The design, development and implementation of the solution will be procured as a fixed-price entity. After commissioning, the solution moves to a further development phase, which is carried out as hourly-priced expert work at the same time as the fixed-price continuous service. ServiceYdin will replace the solution currently in use and its commissioning is estimated to be completed by 2027. Existing data will be migrated to a new solution and functionality will be tested before commissioning.
