This public procurement is designed to improve the energy performance of the Multi-Family Residential Building, including to reduce energy poverty and vulnerable energy consumers in the municipality of Harmanli, heavily affected by the climate transition, connected to the Maritsa Basin and falling within the territorial scope of the Just Transition Fund. A multi-family residential building in Harmanli, № 16 Benkovska Str., with ID 77181.11.124.1 of the KKKR of Harmanli, is situated freely within a plot of land with ID 77181.11.124. The building was built in 1972. It has a reinforced concrete supporting structure, built according to the construction system PPP – ‘Package-lifted slabs’. The building has only one entrance and contains seven residential floors, a semi-submerged basement and an attic floor. In total there are 28 apartments in the building, with four apartments on each floor level. In the basement there are separate warehouses / basements / of the residents. Vertical communication in the building is carried out through a two-armed staircase from the first to the seventh floor, with an elevator in it. There is no accessible environment to the entrance hall. ZP – 272 m2 RZR – 2350 m2 Group I, III category of construction; In order to achieve the above, it is envisaged that within the framework of this award: Preparation of an investment project in the ‘working project’ phase and implementation of author’s supervision during construction. The contractor's design team is obliged to exercise author's supervision during the construction of all parts of the project in accordance with Art. 162 of the Spatial Development Act. The designer under the relevant part must be present at the drawing up of all acts and protocols requiring the participation of a designer, mandatory according to the category of the construction according to the requirements of Ordinance № 3 of 2003 on the drawing up of acts and protocols during construction. Execution of the planned construction works according to the prepared project documentation. The warranty periods for the site are in accordance with Ordinance № 2 of 2003 on the commissioning of construction works in the Republic of Bulgaria and minimum warranty periods for completed construction and installation works, facilities and construction sites, as they begin to run from the date of issuance of a Permit for use of the construction. The implementation of the following mandatory measures is envisaged: Thermal insulation of external walls; Thermal insulation of the roof; Thermal insulation of the floor; Replacement of window frames of facade walls with PVC profile with glazing and windows and doors with aluminum profile with broken thermal bridge and glazing; Introduction of energy-saving lighting in common areas of the building. During construction, designers will exercise author's supervision. The total estimated value of the contract shall be: BGN 1 026 880.00 excluding VAT or BGN 1 232 256.00 including VAT, divided and formed by the values of the individual activities of the subject of the contract, as follows: Total value for the preparation of an investment project in the ‘working project’ phase and for the execution of author’s supervision of the site during construction: BGN 27 000.00 excluding VAT, calculated from the following estimates: Estimated value for the preparation of an investment project in the ‘working project’ phase: BGN 24 000.00 excluding VAT; Estimated value for provision of supervision services during construction: BGN 3 000.00 excluding VAT; Total cost of construction and installation works – BGN 999 880.00 excluding VAT. The contracting authority shall set a maximum time limit for the preparation of an investment project in the ‘working project’ phase, which shall be offered by the participants as follows: 40 (forty) calendar days, starting from the date of signature of the contract. The deadline for implementation of the construction works is at the proposal of the participant and should not be shorter than 240 calendar days and not be longer than 320 calendar days, but not later than 31.01.2027, which starts running from the delivery of the construction site to the contractor with a protocol. 2 according to Ordinance № 3 of 31.07.2003 on the preparation of acts and protocols during construction and ends with the delivery of the construction by the contractor with a finding act establishing the suitability for acceptance of the construction (Annex № 15, according to Ordinance № 3/31.07.2001 on the preparation of acts and protocols).
