Description

BACKGROUND AND PURPOSE OF THE PROJECT Contracting entities participating in the procurement have agreed in cooperation with the Helsinki Region Transport Joint Municipal Authority (HSL) on the competitive tendering of a single and uniform city bike service for the Helsinki region. On the basis of the invitation to tender, one (1) framework contract supplier shall be selected and a framework agreement shall be established, on the basis of which the contracting entities mentioned in the request for participation and participating in the procurement may order city bike services from the selected service provider. The implementation of the call for tenders for the establishment of a framework agreement is the responsibility of Pääkaupunkiseudun kaupunkiliikenne Oy (hereinafter referred to as "KLOY" or "the contracting entity") on its own behalf and on behalf of all the municipalities mentioned in the request for participation. SUBJECT OF THE PROJECT The subject of the procurement is described in the section "Additional information concerning the procurement or part" of the request to participate. The description of the subject of the procurement includes information on the needs of the contracting entity and the required characteristics of the service to be procured. The maximum value of a framework agreement cannot be exceeded during the term of the agreement and all purchases made possible by the framework agreement have been taken into account in its calculation. For the sake of clarity, it is stated that the above-mentioned contracting entities involved in the procurement are not obliged to use the Framework Agreement, if the contracting entity involved in the procurement nevertheless orders a city bike service on the basis of the framework agreement, the number of bikes for the city bike service to be procured must be at least equal to the minimum number specified in the final call for tenders. The Framework Agreement will enter into force once it has been signed by the Parties. The framework agreement is valid for four (4) years from the date of its entry into force. The contract period for the municipal city bike contracts to be concluded on the basis of the framework agreement will be determined on the basis of the negotiations conducted in the final call for tenders and the further preparation of the procurement. The starting point in the preparation of the procurement has been that the maximum duration of the city bike service contracts is 6-10 years with possible option periods. Tendering is carried out as a negotiated procedure in accordance with the Act on Public Procurement and Concession Contracts (1397/2016, later the Act on Public Contracts). In other words, at this stage, interested operators are invited to submit a request to participate. On the basis of the requests to participate, KLOY selects the tenderers for the negotiation phase and selects the framework contract supplier on the basis of the final tenders, in accordance with the terms of the final invitation to tender to be published at a later stage.
